陕西省收费公路项目nC-BOT融资模式的风险分析

【摘要】 党中央、国务院正在有计划、有步骤的实施西部大开发战略,陕西省根据自己的实际情况确定了旅游、果业、军工产品和高新科技产业四大特色经济,而这些的实施均要以基础设施的超前发展为前提,公路的建设具有特别的重要地位。一方面,目前陕西省公路建设中存在投资主体单一、投资资金不足、高等级公路比重较少等问题。而另一方面,随着国家经济建设取得举世注目的成就,民营经济得到了蓬勃地发展,民间存款已达到10万亿元人民币。因此,本文试图将这两者结合起来。本文是在吸收和借鉴了各种项目融资理论以及项目融资在现实中具体运用的项目的基础上,根据陕西省公路项目建设的具体情况,提出“政府的有限资金用到经济欠发达地区,改善落后地区的经济,提高社会的整体发展水平;而将有收费潜力的公路项目让民营资本介入进行开发”的思路。在此基础上,分析了民间资本进入收费公路项目的可行性,根据公路项目开发的资金运动关系及其主要参与方的关系,比较了适合陕西省收费公路引入民间资本进行项目开发的融资可行性方案,提出了陕西省收费公路项目nC-BOT融资模式。在分析了一般项目融资所具有的风险基础上,根据陕西省公路建设及其陕西省收费公路项目nC-BOT融资模式的特点,以系统的观点,从系统的角度定性分析了陕西省收费公路项目nC-BOT融资模式的风险,确定了六大风险及其主要影响因素。然后,运用层次分析法对这些风险因素进行了定量化评判,确定了这些风险因素的主次关系,据此提出风险控制的措施。并针对陕西省收费公路项目nC-BOT融资模式的特点提出风险控制“项目融资的风险管理应以对于可控的非系统风险的管理为主、建立相应的预防措施应对不可控的系统风险,使企业面临的宏观层面的风险降低到最低限度”的思路。并对各参与方在风险控制方面提出了建议。

【Abstract】 Now the Central Party Committee and the State Department are bringing the great developing strategies in the west regions into effects.And Shaanxi Province ascertains"tourism> fruit industry > army products and the high-technology industry"as their featural economies.But these must be based on the advanced developments of infrastructures so that highway constructions have an very important status.On one hand,now Shaanxi highway constructions have many problems,for example,the single investing main body,the wanting investing capitals and the few proportional high-rank highways.On the other hand, along with our splendent national economical building achievements,non-government economy has developed flourishly and non-government savings have arrived at ten-thousand-billion RMB.Thus the paper tries to integrate them.The paper absorbs and draws lessons from kinds of theories about project finance and those projects that have been finished by these theories in reality.On this foundation and according to the concrete circumstance about Shaanxi highway project constructions,the author puts into theway of thinking-the government should use their limited capitals in economicallyundeveloped regions in order to improve the economic level here and increase the whole social development level,but make non-government capitals get involved into those highway projects that have potential charge possibility.Then in accordance with the relations of capital movements in highway project developments and the relations among those participants in project developments,the author analyzes the kind of possibility , compares those possible modes that suit for the project constructions by non-government capitals in Shaanxi charge highway and puts forward the nC-BOT mode in Shaanxi charge highway project finance.Through analyzing the risks in common in a general project finance and according to the characteristics of Shaanxi highway development and the nC-BOT mode in Shaanxi chargehighway,the author ,from the systematic standpoint,analyzes systematically the risks of nC-BOT in Shaanxi charge highway project finance and gets six kinds of risks and those factors that influence these risks.Then by AHP(namely,Analytic Hierarchy Process) the author adjudicates these risk factors,gets their relations in importance degree,and on these foundations puts forword the measurements of risk control.Aiming at the characteristics of nC-BOT mode in Shaanxi charge highway project fmance,the author puts forwards the train of thoughts about the riskcontrol-project finance risk control should mainly control those unsystematic risk factors thatcan be controlled,and sets up corresponding defending measures to reply to those systematic risk factors that can not be controlled so that the macroscopical risks facing with the enterprise could be reduced to the minimum.At last the paper makes some suggestions to all participators in risk controls.
