教育公平观视野下的高等教育分流研究

【摘要】 教育公平是教育发展的目标追求,高等教育分流则是实现我国高等教育多样化并促进高等教育公平的根本途径。本文旨在阐明教育公平观与高等教育分流的基本理论,并在教育公平观的视角下审视我国现阶段高等教育发展的形势与特征。从教育公平观出发研究高等教育分流,有助于我们深化对教育公平的时代性的认识,有利于更好地把握高等教育发展规律。这对于优化高等教育结构,提高高等教育水平有着极为重要的意义。 本文坚持理论研究与实证研究相结合,定性分析与定量分析相结合,宏观分析与微观分析相结合,纵向分析与横向分析相结合等方法,对教育公平观和高等教育分流进行了综合的、系统的分析。论文的基本构架为三个部分。 第一部分着重对教育公平观与高等教育分流进行理论分析。主要论述了教育公平观的涵义,提出教育公平观具有历史性、相对性、评价性、制度关联性的特点;以西方教育公平观发展为线索,分析了保守主义教育公平观、自由主义公平观与(激进的)新的教育公平观的历史演变阶段,并强调了马克思主义的教育公平观;界定了高等教育分流,并从静态与动态两方面分析了高等教育分流的构成。在此基础上,分析了不同的教育公平观对高等教育分流的影响,阐明了现阶段教育公平观对我国高等教育发展的客观要求。 第二部分主要是对我国目前高等教育分流中存在问题进行分析。论文以保障公民受教育权利为立足点,从分流结构与分流过程两方面分析了我国高等 厂k函宾飞硕士学位论文 ④MASTER’S THESIS 教育分流中存在的问题。其中,对高等教育分流结构问题的分析是从高等教 育流层结构、流型结构、流向结构、流域结构四个方面展开的,而对高等教 育分流过程问题的分析是从高等教育分流取向、分流依据、分流形式、分流 时间四个方面展开的。 第三部分针对高等教育分流中存在的问题,提出了使之合理化的对策。一 方面要构建合理的分流结构,为人们提供多而不同的高等教育机会;另一方 面要改善高等教育分流过程,保障人们多种教育选择权利的实施。 本文的创新之处在于: 其一、分析视角创新。运用组织理论的分析方法,确立了用教育公平观念 来分析高等教育分流结构与分流过程的独特视角。 其二、观点创新。l、论文归纳了高等教育公平观的三个发展阶段,即特 权(权力)公平阶段、能力公平阶段、权利公平阶段。2、论文指明了现阶段 高等教育公平观是以保障公民教育权利为核心,它要求提供多而不同的高等 教育机会,以满足更多的公民有接受高等教育的需求。3、论文提出了高等教 育分流结构与高等教育分流过程两个分析高等教育分流的维度。

【Abstract】 Educational equity is the target of the educational development. Higher education streaming is the basic approach to realize the variety of higher education and promote equity of higher education. This thesis aims to clarify the theory of the idea of educational equity and the streaming of higher education, and also surveys the situation and the characteristic of higher educational development in China under the idea of higher educational equity. This research is beneficial for us to deepen the cognition of the age characteristic of educational equity and to grasp the regulation in higher educational development better. It has important significance for optimizing the higher educational structure and improving the higher educational level.This thesis uses such methods as the combinative study of theory and practice, the combination of qualitative analysis and quantitative analysis, the combination of macro-analysis and micro-analysis, the combination of lengthways analysis and transverse analysis, to analyze the idea of educational equity and higher educational streaming comprehensively and systemically. This thesis has been divided into three parts.The first part analyzes the theory of the idea of educational equity and the higher educational streaming. It analysis the connation of the idea of educational equity and then puts forward that the idea of educational equity has such features as history, relativity, estimation and system relevancy. Pursuing the clue of the development of western idea of educational equity, this part analyzes the history of evolvement of conservatism idea of educational equity, free idea of educational equity and (activism) new idea of educational equity, and pays more attention to the Marxist idea of educational equity. This part also defines the higher educational streaming and analyzes the structure of higher educational streaming from two sides of dynamic angle and static angle. At last, by analyzing the influences to higher educational streaming coming from different ideas of educational equity, this part expounds the objective demands to the development of Chinese higher education coming from modern idea of educational equity.The second part analyzes the problems in modern higher education streaming. Standing on how to guarantee people’s education rights, this part analyzes the problems in higher education streaming in China from two sides of streaming structure and streaming process. This part expounds on the problems in higher educational streaming structure from four aspects, the level of streaming, the type of streaming, the direction of streaming and the district of streaming. While analyzing the process of the higher educational streaming, this part does it from four sides, the orientation of streaming, the standard of streaming, the form direction of streaming, the time of streaming.The third part aims at the problems in higher education streaming, putting forward the rational countermeasures. It means to set up a reasonable streaming structure to supply much but different higher education opportunity for people. It also means to improve the streaming process to guarantee the practice of people’s various educational choice rights.The innovative places of this thesis are as following:The first innovation is the angle of analysis. The thesis has established a special angle of view when analyzing the streaming structure and process of higher education with the idea of educational equity through the application of the method of organization theory.The second innovation is the viewpoint. The thesis has summed up three development phases of the idea of higher education equity: privilege (power) equity phase, ability equity phase and right equity phase. The thesis has pointed out that the core idea of higher educational equity in nowadays is to guarantee people’s education right, which requests to provide much but different higher education opportunity for people to accept higher education.
