【摘要】 西部大开发是党中央作出的重大决策，在社会主义市场经济条件下开发西部、建设西部、加快西部发展，政府担负着极为重要的角色。本文通过分析市场经济条件下区域经济发展与政府的作用，特别是分析了市场经济与政府行为、社会主义市场经济的宏观调控、我国东西部发展差异与政府行为的关系以及发达市场经济国家对其落后地区开发的经验，指出我国在建立和完善社会主义市场经济体制条件下，开发西部中政府行为的创新。通过政府(包括中央政府和西部地区地方政府)的思想观念、发展战略、管理制度的创新，从而达到西部的跨越式发展目的，以推动我国现代化建设第三步战略目标实现。更多还原

【Abstract】 Western development is an important decision made by China Central government. Under the condition of socialism market economy, china government plays the leading role in developing. Constructing and promoting Western China. The thesis analyses China government action’s innovation in the Western development of China under the Circumstances of constructing the regional economy and governmental effect, especially the market economy and government action, socialist market economic macroscopic adjustment and control, the relation between the gap of the Western and eastern development and government action, and the experience of advanced market economy countries on their backward area’s development under the condition of market economy, and points out China government (central government and Western area local government ) action’s innovation of the concept, development and administrative system in the Western China development. The aim of Western striding-across development can be reached, and it will promote the accomplishment of our country’s modernization construction’s third section’s strategy target.更多还原
