淮河安徽段环境容量计算方法研究

【摘要】 环境容量是环境科学的一个基本概念,反映污染物在环境中的迁移转化和积存规律,也反映在特定环境功能条件下环境对污染物的承受能力,在环境管理中具有重要的作用。环境容量是环境目标管理和国家制定环境标准和污染物排放标准的基本依据,是环境质量分析、评价和环境区域规划的主要依据和约束条件,也是污染物总量控制的关键技术支持。 论文结合安徽省自然科学基金“河流水质虚拟调控—以淮河安徽段为例(03045306)”对水质预测、环境容量计算和允许排污量分配等进行研究,找出其中存在的问题,从而找到可能的发展方向。 未确知数学是近年发展起来的一门应用数学,它可以广泛的应用于不确定性信息的处理,论文中把这种新的数学方法引入环境容量的计算中,并且用这种方法对淮河淮南段的COD和氨氮环境容量进行了计算,结果表明:运用未确知数学理论计算一般河流和河道型水库纳污能力,理论上是可行的,计算结果是可靠的。 冲突分析是用来分析冲突局势、预测冲突发展、研究、设计冲突处理方案的一门科学。目前已经广泛的应用于经济领域、国际贸易和国际纠纷的处理中,并取得了较好的效果,但冲突分析在环境领域中的应用还很有限,而论文中把它应用于环境容量分配中。实例表明用这种对环境容量进行分配是合理的。

【Abstract】 Environmental capacity is a basic theory to environmental science and environmental management. Environmental capacity studies the law of contamination’s transference and translation and cumulation. It also reflects the receiving capacity of a certain kind of environment. Environmental capacity is the basic theory for making the law of environmental and emission control regulations, and also important to environment quantity analyzing and area layout and total emission control.According to the natural fund of Anhui province (03045306) , water quality forecasting and the calculating of environmental capacity and distributional and so on are being studied. Uncertain mathematics is a kind of practical mathematics which is developing in this years. In my paper, uncertain mathematics is used to calculate the environment capacity .The environmental capacity of Huainan and Bengbu is caculated by this method. It is proved reasonable in calculating the environmental capacity of river and reservoir.Conflict analysis is a science which study the state of conflict and forecast the development and design the case to solve the conflict. Conflict analysis has been used in the field of economy and international trade and international dissension and so on, but its use in environmental field is few. In my paper Conflict analysis is used in the distribution of environmental capacity. It is proved reasonable to distribute environmental capacity in this way through a example.
