【摘要】 小城镇的崛起，是中国农村经济20世纪以来最受瞩目、最具成就的重大变化。由于东西部地区在自然环境、区域位置、经济政策和思想观念等方面的差异，东部地区的小城镇建设已经成为该地区经济发展的重要支柱，而西部地区的小城镇建设明显地处于滞后状态。西部小城镇建设是西部大开发战略任务的重要组成部分，不仅关系到西部农村经济的稳定发展，而且关系到中国现代化建设的发展进程。 西部小城镇建设明显地落后于东部，不只是体现于自然条件、经济条件上，而且体现于发展水平、发展速度上。从更深层次方面分析，在城镇的吸引力、辐射功能、产业结构以及农村劳动力转移、配套设施及综合配套改革等方面，西部小城镇建设都明显地滞后于东部。本文通过对东西部地区小城镇建设的比较分析，找到西部小城镇落后的症结所在，结合西部地区的特点，创造性地提出了西部小城镇建设的总体设想。在模式选择上，结合西部资源和产品优势，采用功能辐射型模式、股份型模式、旅游型模式、城郊型模式、市场主导型发展模式、生态建设型发展模式和科技创新型发展模式。科学规划，合理布局，使经济效益、社会效益和生态效益相统一。借鉴国内外小城镇发展经验，遵循小城镇自身发展规律，既不过分超前，又不滞后，适度发展，突出个性。 为了充分论证西部小城镇发展战略选择的可操作性，本文采用了历史分析和逻辑分析的方法、定性分析和定量分析的方法、规范分析和实证分析的方法，对西部小城镇建设所存在的种种问题进行了全面而系统的分析，并结合党中央关于西部大开发政策，较为详尽地提出了解决问题的对策和思路。 全文包括以下三部分： 一、小城镇建设的理论状况分析。 首先，对小城镇建设的理论状况进行了分析。在对小城镇的内涵和外延做出界定的基础上，概括地说明了小城镇的本质、特点、形成和发展规律、地位和作用及世界城市化与工业化的关系。其次，论述了加强小城镇建设的重要性。对小城镇的概念、属性和功能进行详细的分析，并通过统计资料和数据的分析，充分论证了发展小城镇是带动农村经济和社会发展的一项重大战略。 二、西部小城镇建设与发展的现状分析。 首先，分析了西部小城镇建设与发展的现状。重点论述了西部地区小城镇建设速度慢、水平低、辐射功能差、基础设施薄弱、产业结构不合理、布局不合理等问题。其次，对东西部小城镇建设与发展进行了比较分析c重点分析了机遇不同、经济实力悬殊、大中城市辐射效应不同、交通条件不同、约束程度不同等问题。 三、西部小城镇建设与发展的总体设想。 针对西部地区小城镇建设目前面临的上要困难和问题，提出如下具体构想：一是制订小城镇建设和发展的科学规划：二是选择小城镇建设与发展的理想模式；三是进行小城镇建设与发展的制度创新；四是健全小城镇建设与发展的法律体系；五是正确处理小城镇建设中的一系列关系。 综卜所还，本文对西部小城镇建设问题的分析，力求在理论分析的基础上，遵循小城镇住设的eA发展规比，并从西法川〕实际出发，提山西部小城池建设的总体战略为想。更多还原

【Abstract】 The sudden emergence of small cities and towns is the most spectacular and successful achievement of the change of rural village economy in China since 20n century. Due to the differences in natural environment, location, economic policy and ideology between eastern region and western region, the construction of small towns and cities has already become the mainstay of the economic development in the eastern region of China, while in the western region it clearly lags behind. The construction of small cities and towns in the west is an important component of the large-scale development strategy in west China. It concerns not only the steady development of rural economy in the west, but also the development process of China’s modernization.The obvious backwardness of the construction of small cities and towns in the west is reflected not only in the natural and economic conditions, but also in the standard and speed of the development. By deep analyses we see the construction of small cities and towns in the west clearly lags the east in the attraction of cities and towns, radiation function, industrial structure, shift of rural labour force, complete facilities and comprehensive complete reforms. By contrasts and analyses of the construction of the small cities and towns in both the east and west, the essay finds out the crucial reason of the backwardness of the west, and. in accordance with the distinctions of the west, creatively puts forth the general idea for the construction of the small cities and towns in the west. Combining with the advantages of natural resources and products of the west, the selective modes of construction of cities and towns are suggested as follows: function radiation, stocks, tourism, suburbanization, market orientation, ecological conservation and scientific and technological innovation. The construction of small cities and towns should be scientifically planned and reasonably distributed to bring the economic, social and ecological benefits into the state of unity. Learning from the experience of other countries and following the law of their own development of small cities and towns the west should promote the development reasonably with distinctive features, neither going ahead too far from the present condition nor lagging behind.To prove the handleability of the strategic selections of the above modes, the essay, adopting the methods of historical and logical, qualitative and quantitative, and standardand positive analyses, systematically analyzes various problems concerning the west development of small cities and towns. In the light of the policy of large-scale western development of the Party Central Committee, the essay also puts forward the measures and ideas in detail to deal with the problems. The essay consists of three parts.1. The analyses of present theory concerning the construction of small cities and townsFirst, analyze the present theory of the construction of small cities and towns. On the basis of the distinction of the intension and extension of the small cities and towns, the essay briefly explains of the small cities and towns the nature, characters, laws of formation and development, status and roles, and the relations between world urbanization and industrialization. And second, discuss the importance of intensifying the development of small cities and towns. After careful analyses of the conception, property and function of small cities and towns, and of the statistics and data, the essay fully demonstrates that the construction of small cities and towns is a grand strategy of promoting rural village economy and social development.2. The analyses of the present conditions of the construction and development of small cities and towns in the westIn this part the essay first analyzes the present conditions of the development of small cities and town in the west with focus on the problems of the slow rate, lower standard, week radiation function, poor infrastructure, irrational industrial structure and unreasonable distribution.
