【摘要】 本文包括三部分内容。 第一部分较为全面清晰地阐述了BOT的基本理论，为后面的研究分析打下一个坚实的基础。 第二部分有两章内容。这部分介绍了BOT在海外(分为发达国家与发展中国家)和国内的实践。既有概括性的描述，又有典型具体事例的剖析。对发达国家、发展中国家和我国的BOT实践之特点、经验以及存在问题进行了分析、总结和对照。 最后部分是本文重点。作者在这一部分较为透彻地分析了BOT在西部大开发中的历史性机遇和面临的种种障碍，提出了在西部大开发中使用BOT模式时切实可行的思路、策略，特别对在BOT项目中吸引国内私营资本的必要性、可行性进行了充分的论述，并给出了一些可操作的设想。更多还原

【Abstract】 The thesis consists of three parts.It starts with a full and clear introduction of the theory of BOT investing and financing model, which is the foundation of following discussion.Two chapters make up part two. The practice of BOT in foreign countries, which are divided into developed countries and developing ones, and in China are presented. There are explicit generalizations. Also several concrete examples with different background are introduced and analyzed. Different features, experience and problems of BOT in different countries are studied, summarized and compared.The paper lays stress on the last part. In this part, the author makes an intensive study of the opportunities and challenges BOT faces in western region development. Several feasible suggestions about how to exercise BOT model are given. Especially, the necessity and feasibility for BOT projects to absorb domestic privately-owned capital are fully discussed, and some exercisable proposals are put forward.更多还原
