【摘要】 随着我国经济的快速发展及加入世贸组织后外企进入中国，物流需求越来越大，物流服务的竞争越来越强。面对激烈的市场竞争，在我国物流系统中占重要地位的铁路运输代理企业如何发展已经成为迫切需要解决的问题。而第三方物流作为现代物流的发展方向，以自身突出的特点和优势引起了我国政府和企业的广泛关注。 本文对成都中铁西南国际运输代理有限公司进行了系统研究。首先介绍了该公司的现状，分析了该公司所处的外部宏观环境，剖析了加入WTO对我国铁路运输代理企业形成的机遇与挑战，并用波特的五种竞争力量对公司进行了行业分析。分析了公司的内部环境因素，对公司的业务素质和制约因素进行了剖析，运用SWOT方法分析了公司潜在的外部机会、威胁和存在的优势与劣势。 其次，根据环境分析和现代物流的发展趋势，指出该公司应当向第三方物流企业发展。然后介绍了第三方物流的概念，并对我国第三方物流的现状进行了分析，探讨了铁路运输代理企业进入第三方物流的必要性和可行性。 文章最后提出了成都中铁西南国际运输代理有限公司进入第三方物流的几个途径，分析向第三方物流发展能解决公司目前面临的问题。得出公司应当重视信息技术在物流企业发展中的作用，发展基于现代物流管理信息系统的电子商务技术，走第三方物流企业的道路。 本文对铁路货代企业向第三方物流的发展的研究并非面面俱到，但总结了对一些重要问题的认识，本文对于铁路运输货代企业开展实际工作具有一定的参考价值。更多还原

【Abstract】 With the fast progress of Chinese economy and the entry into WTO, there is a growing demand for the industry. As a result, the competitions in this field are more and more heated. Therefore, in Chinese market, how to compete against the rivals and make self-development has become the most crucial problem among those important railway transport agencies. Moreover, as the tendency of the modern logistic development, the Third Party Logistics (TPL) has been paid close attention by our government and enterprises because of its outstanding characters and advantages.This thesis researches into the development of Chengdu Sino-railway Southwest International Transport Agency Co. Ltd (CSSITA). At the beginning, the essay chiefly introduces the company. Then it investigates the present conditions and exterior environment thoroughly by using the theory of Five Competitive Powers. Following a careful evaluation on the company’s opportunities and competitions after the entry into WTO, the essay examines its interior environment, operating quality and obstacle factors. Furthermore, the potential opportunities, challenges, advantages and disadvantages are listed and analyzed with the help of SWOT theory. Next, according to the above analysis, the essay suggests that the company should turn into TPL enterprise. As far as the present situation is concerned, the essay evaluates the feasibility and necessity of Chinese railway transport agencies’ transition..Finally, the essay states the several possible ways for the CSSITA to turn into a TPL company, based on the advantages that can solve the coming serious problems. In addition, it indicates that the company should pay attention to the importance of IT in the transition process, and develop the e-commercial technology based on themanagement information system of modern logistics.Of cause, the thesis cannot reach every aspect of the development of railway transport agency, however, it summarizes some crucial recognitions in this field.
