农用地分等定级估价研究—以淄川区为例

【摘要】 农用地分等定级估价是衡量农用地质量优劣的必要手段,是适应社会主义农村土地使用制度改革需要而产生的一门新兴的土地学科,是目前土地管理部门亟待开展的一项工作。所以,对农用地分等定级估价的理论、方法、程序进行研究探索,具有十分重要的现实意义。本文首先分析了农用地分等定级估价的历史变革,总结出目前我国农用地分等定级估价工作存在的主要问题:传统的农用地分等定级估价方法数据量大、计算繁琐、工作周期长、空间定位难;农用地分等定级估价工作没有统一可行的标准,不同地区的农用地质量难以比较衡量,农用地分等定级估价工作的科学化、自动化和标准化也因之成为目前理论界及管理部门迫切需要解决的问题。立足于该问题,本文对农用地的特点进行了深入的研究,认为农用地除具有土地的基本特性外主要有三个特点:一是农用地质量的区域差异性,二是农用地质量受制于自然肥力,三是农用地利用具有多宜性。在对农用地特点进行探讨的基础上,对农用地分等定级估价的理论依据进行了深入探讨,得出农用地分等定级估价的理论依据为地租理论、肥力理论、区位理论和土地资源价值理论。本文以《农用地分等定级规程》(国土资源大调查专用)、《农用地估价规程》(验收修改稿)和《山东省农用地分等定级实施细则》为依据,选择淄川区为主要研究区域,借鉴全省各地农用地分等定级估价试点经验,根据山东省的区域特点,探索分等定级估价试点工作中存在的问题与不足,建立适于我省农用地分等定级估价的方法和理论体系,为下一步全省乃至全国即将开展的农用地分等定级估价工作提供理论和方法依据。其成果主要体现在以下两个方面:(1) 借鉴试点地区的分等定级估价工作的经验,以淄川区农用地分等定级估价为例,具体细致地描述了适合山东省特点的农用地分等定级估价程序。(2)找出目前山东省农用地分等定级估价试点工作存在的问题,并提出解决问题的办法措施。农用地分等定级估价成果有着重要的现实意义,其研究成果可广泛应用于土地管理的各个方面,为农村土地有偿使用提供合理的地价依据,为<WP=6>确定合理的农用土地使用税标准,为土地征用补偿及合理的土地转包费、租赁费提供依据,为推动农村土地使用制度改革奠定基础。

【Abstract】 Farmland gradation and evaluation is a necessary means to evaluate the quality of farmland, is a new earth’s subject suitable to the socialistic village land usage system reform and is an urgent task for land management. So, it’s very important to study the theory, the method and the procedure of farmland gradation and evaluation at present.At first, this dissertation reviews the historical development of farmland gradation and evaluation and summarizes the main problems that existed in farmland gradation and evaluation. Traditional methods of farmland gradation and evaluation has large numbers of data, complicated calculations, long periods of work and high difficulties of orientation. Farmland gradation and evaluation has no uniform criterion and the quality of farmland in different zones. So the automatism and standardization of farmland gradation and evaluation is a question that cries for to be dissolved. Based on these problems, this dissertation researches characteristics of farmland and concludes that farmland has three main characteristics except its essential characteristics as land. The first is the qualities of farmland in different area are different. The second is farmland’s qualities are enslaved to its natural fertility. The third if farmland is multipurpose. On the base of farmland’s characteristics, this dissertation researches the academic foundation of farmland gradation and evaluation, and concludes that ground rent theory; fertility theory, land location theory and value theory of land resource are its foundation.This dissertation, basing on farmland gradation rules, farmland evaluation rules and detailed rules of Shandong’s farmland gradation, making Zichuan county as main study area, using for reference the experimental experience of other areas, explores the disadvantage that exists in experimental farmland gradation and evaluation, makes methods and indicators system suitable to Shandong Province’s farmland gradation and evaluation. It may provide methods and theories to farmland gradation and evaluation. Tts result concludes as follows:<WP=8>(1) Using the experience of experimental area’s farmland gradation and evaluation, making Zichuan county as an example, this dissertation describes the procedure of farmland gradation and evaluation suitable to Shandong Province.(2) This dissertation points out problems that exist in farmland gradation and evaluation of Shandong Province and brings forward to resolvents.The results of farmland gradation and evaluation can be extensively used. It can not only provide the basis for establishing the standards of reasonable land use tax, land transfer fee, lease fee and land compensation fee, but also lay a foundation to comprehensively promote rural land use system reform.
