【摘要】 美国FDA(Food and Drug Administration，美国食品与药品管理局，英文简称：FDA，后同)于2000年8月在Internet上正式发布了《植物药新药研究指南》(Guidance For lndustryBotanical Drug Products，直译为：工业化植物药产品的指南，国内沿袭当时《中药新药研究指南》的称法，意译而得。在本论文中也称之为：《植物药新药研究指南》)，这是美国FDA在1996年8月16日开始起草，历时五年的广泛征求意见，几经易稿，现为美国试行的关于植物药新药研究的管理方法。 美国FDA《植物药新药研究指南》明确指出“植物药不同于由植物提取但已高度纯化和化学修饰的物质”，并且承认植物药的复方配伍在有些情况下能有效的增强药效，而且由于美国医药经济与科技的高速发展，以及FDA在国际药品管理的权威性，因此，该《指南》几乎成为当今国际上对植物药的新药研究管理的一个重要标志。与此同时也标志着以美国为首的发达国家开始高度重视植物药的开发和应用，并将通过规范的新药管理方法和不断调整相应的政策，并利用现代科学技术加快对植物药的研究。然而中药包括植物药、动物药、矿物药，其中占中药主导地位的植物药将面临着激烈的竞争和挑战，同时也孕育着极大的机遇。由此，着手深入研究FDA《植物药新药研究指南》等相关政策和法规，有其现实意义。 本论文仅从药事管理学的角度就美国FDA《植物药新药研究指南》和国内相关政策、法规进行了大量的文献检索，以及Internet上动态信息查询，目的有三点： 1、力争反映美国对植物药新药研究管理的前沿动态信息； 2、通过对美国FDA《植物药新药研究指南》和国内新药研究现状以及国内相关政策、法律、法规、规范的对比，提出借鉴《植物药新药研究指南》中适用于规范中药植物药新药研究 黑龙江中医药大学硕士学位论文 一 的管理方法，以提高我国中药植物药新药研究的标准化、规范 化、科学化管理水平； 3、为力争走出国门，进入美国市场的中药相关企业、研究 机构，提供向FDA申请植物药新药批准的技术政策指导。 我国2002年12月 1 日颁布的《药品注册管理办法》的贯 彻实施，整体上提高了我国中药新药的管理水平，其中《药品 注册管理办法》和美国FDA《植物药新药研究指南》中关于植物 药的新药管理方法、原则、要求等某些部分开始趋于相同或相 似，说明我国中药新药管理方法制度己经向着国际通行或认可 的水平相接轨，但在现实具体实施过程中和国外的差距还相当 大，本论文就其差距也进行了相应的探讨。更多还原

【Abstract】 FDA (the Food and Drug Administration) of the United States delared the "Guidance For Industry Botanical Drug Products " in 2000 August on the Internet. The 《Guidance For Industry Botanical Drug Products》, was firstly drafted by the FDA in 1996 August 16.The "Guidance For Industry Botanical Drug Products" clearly points out that the botanical drug products is different from chemistry medicine, and admit the function of several botanical products .On account of FDA of the United States is the authority in the international drugs administration, the " Guidance For Industry Botanical Drug Products" become an importance marking . It shows that the United States , together with other countrys, is making good use of the advanced management method to new drug, making use of modern science technique to the research and development the new botanical drug products.The Chinese traditional medicine includes the herbal medicine, animal medicine, mineral medicine, among which the herbal medicine is facing the vigorous competition with challenge.This thesis contains 3 main purposes:Firstly , the thesis manage to reflect to the front of the administration to the new botanical drug products.Secondly, import some of the advanced administrational methods.Thirdly, supply some advice to application for new botanical drug products.更多还原
