新时期中国体育管理社团化取向的研究

【摘要】 实现中国体育的社会化必须依靠体育社团。经济的市场化、政治的民主化、政府的小型化、社会的多元化，都在呼唤新的社会组织形式和社会治理机制。社会团体逐渐成为我国社会公共事务的主要管理组织，体育领域中的改革，也必须顺应这种趋势，走社团化管理的道路。社会化、城市化程度的不断提高，为体育社团的生存与发展提供了适宜的土壤。各国体育管理体制给中国体育体制改革以借鉴的同时，也要求中国的体育体制顺应世界体育运动的发展，实现体育自治。中国体育管理社团化是中国体育体制改革的必然要求，符合现代体育运动自身发展规律，也是解决目前我国体育事业发展中遇到的一系列问题的途径。当前，我国体育社团的发展在取得了一定成绩的同时也存在着很多的问题：整体数量不足、缺乏规范管理、绝大多数体育社团并不具备完整意义上的社团性质。中国体育管理社团化的滞缓，在一定程度上影响着中国体育的发展。体育管理社团化是中国体育体制改革不可逆转的趋势，是中国体育实现可持续发展的必要途径，对北京2008年奥运会的成功举办也将发挥着不可替代的作用。更多还原

【Abstract】 It is necessary for the Sports facing to the society to depend on the Sports organization in China. They are all calling for the new social organized system and social governed machine-processed, which includes the economical marketization, the political democratization, miniaturization of the government and the social diversification. The organizations gradually become the chief administered organized system in our country. The innovation in the Sports field must adjust to the trend which should take steps to organizational management. It supplies the fitting soil for the existence and the development of the Sports organization with improving of the socialization and the urbanization. The reformation of the Chinese Sports must draw on the experience of the physical management system of other countries in the world, which also requests the Chinese Sports system to adjust the development of the Sports in the world and realized the Sports’ self-government. Simultaneously, it is the necessary request for the structural reforms of the Sports in China and the only way to solve a series of the problems in the course of the Sports enterprise’s developing at the present, which conforms to the developed law of the Sports itself. However, there are many problems though we have drawn some specified achievements from the development of the Sports organization, such as the failure of quantities, the scanty of the standard management, un-possessing the character of the organization wholly, etc. It is tardy of the development of the Sports organization that influences the Sports’ developing at the certain level in China. It is the irreversible trend for the reformation of the Sports to manage it by the way of organizing and the necessary channel for the Sports to realize the sustainable development in china, which will bring the un-substituted effect into full play of the Olympic Games in 2008 in Beijing, China.更多还原
