民办学校资金规范管理研究

【摘要】 民办教育异军突起,已经成为我国教育体系的一个重要组成部分,并日益引起人们的广泛关注。有关民办学校的研究也相继展开,成为教育理论界的一个新领域。其中资金管理的成败决定着民办学校发展的空间,关系着整个学校的生死存亡。本文就围绕民办学校资金的规范管理展开论述,以期引发对民办学校资金问题更多的理性思考,也希望能探索出一条适合我国国情的民办学校资金管理新路径,对民办学校的实践者提供些许启发。本论文由以下四部分组成:第一部分:从理论上对民办学校概念进行界定,并对民办学校的校产归属、营利性问题进行阐述,以明确本研究的基点,并进而探讨民办学校的资金管理。第二部分:针对现阶段我国民办学校在资金管理的现状进行系统的分析,并揭示出资金管理中存在的问题。第三部分:对国外有关私立学校资金管理的理论研究与实践经验给予系统介绍,以期从中有所借鉴。第四部分:从宏观政府行为角度和民办学校内部行为这一微观角度,对民办学校资金的规范管理进行了系统而详尽的论述,并提出了解决问题的策略和具体建议。

【Abstract】 in recent years, non-state run schools rise quickly, and have already become an important part in our education institution, and increasingly cause people’ s extensive concern. Studies on nonstate run schools have been taken successively, becoming a new field of education theory research. Management of funds is the decisive factor restricting the developmental space of nonstale run schools. This thesis is aim to make some explorations on regulative management of funds in non-state run schools expecting to arise more theoretical considerations on issues of non-state run schools, also to find effective and appropriate ways on regulative management of funds, and to provide some useful suggestions to practitioners.This thesis consists of four parts:Part one to define the concept of non state run school theoretically, then talking about the property rights and the profit-making nature of non-state run school.Part two to analyze and present the problems in nowadays management of funds in our country systemical1y.Part three to introduce the researches and practices on management of funds of private schools in foreign countries, hoping that we could make some references.Part four to discuss systemieally and at large regulativemanagement of funds in non......state run schools, and the puttingforwarding problem-solving strategies and concrete advice from views of the macroscopic government behavior and the rnicrocosmicschool behavior.
