生态旅游战略环境评价的理论与方法体系研究

【摘要】 生态旅游是全新而又充满时代特色的热门话题，当前众多专家及学者都投身于生态旅游的研究浪潮中，仅中国期刊网收录的相关文章就达一千多篇，涉及生态旅游的定义、分类、研究进展、承载力分析及对策建议等多个方面。而将生态旅游与战略环境评价结合，尤其是关于生态旅游SEA的理论与方法研究，至今还未见报导。本文对生态旅游战略环境评价的理论与方法体系进行了详细的探讨，并以黑龙江省绥化市金龟山庄的生态旅游项目作实证研究，提出相应的替代方案，为政府决策提供参考性意见。本文主要内容包括：战略环境评价及生态旅游的国内外研究现状和研究进展，以及开展生态旅游战略环评的意义；生态旅游战略环境评价的理论基础；生态旅游战略环境评价的方法系统，重点介绍了四种方法，即：模糊数学法进行战略初步判断、清单法进行环境影响识别、承载力分析法进行环境影响预测、可持续发展能力评判法进行综合评价；实证研究部分。以黑龙江省绥化市金龟山庄为例，通过模糊数学法进行战略初步判断，得到战略保留的结论。然后提出五个替代方案，对这些替代方案进行旅游环境承载力的分析。最后给出方案实施保证措施；论文结论，对全文进行简要的概括和总结。更多还原

【Abstract】 Ecological tourism is a new and fashionable hotpot. At present, many experts and scholars are enthusiastic about its study. As far as Chinese periodical net is concerned, relative articles in it add up to more than one thousand. Most of them deal with the definition, classification, research development, capacity analysis and suggestion of ecological tourism. However, there is almost few article that combines ecological tourism and Strategic Environmental Assessment. Especially, the topic concerning about the theory and method of SEA of ecological tourism is even less.This article discusses the theory and method of SEA of ecological tourism in detail, and cites an example to verify it, this example is called ecological tourism of Gold Tortoise Village in Suihua city, Heilongjiang province. Then gave out alternatives for decision of government.The main content includes the background of SEA and biological tourism, and the significance of carrying out SEA of biological tourism; the theoretical basis of SEA of biological tourism; the methodical system of SEA of biological tourism, stressed four kinds of methods. That is , fuzzy mathematical method to judge the strategic availability; inventory method to identify the environmental impact; capacity analysis to predict environmental impact; assessment method of sustainable development to make a comprehensive decision; cited an example. That is, the project of ecological tourism of Gold Tortoise Village in Suihua city, Heilongjiang province. First, fuzzy mathematical method was adopted to judge the strategic availability, then drew a positive decision and gave out five alternatives.
