基于GIS的县级土地详查信息管理系统的研制

【摘要】 GIS(地理信息系统)技术作为发展“数字地球”的主要数字化技术之一,以其强有力的空间信息分析、管理、存储能力而日益广泛地应用于社会的众多领域。新世纪土地信息化管理的发展也迫切需要GIS的技术支持。 土地资原是国家最重要的战略资源。我国人口众多,土地资源有限,现在耕地和耕地后备资源相对不足。土地详查的信息是规划、管理、保护与合理利用国土资源的依据,也是检验各地实现耕地总量动态平衡的重要手段。对于数量巨大、来源多样、变更频繁的土地详查信息数据,依靠传统的以手工为主的收集和管理的方法已不能满足现代土地管理工作的需要,建立科学的土地利用现状信息管理系统势在必行。 本论文基于土地管理部门的需求,以舟山市普陀区为研究区域,以现有的土地详查资料为数据源,以建立区域土地专题地理信息系统为目标,主要进行了GIS系统集成技术在此系统中的应用研究,并结合土地管理部门的实际需要开发了部分相关功能模块。本项研究采用Visual Basic和Mapinfo集成开发技术开发了C/S(客户/服务器)开发模式的集成的地图应用程序(Integrated Mapping Application)。基于GIS的县级土地详查信息管理系统的研制,实现了土地详查数据的图文一体化管理,解决目前土地详查管理工作中效率不高、管理不便等问题,满足土地管理部门土地详查业务的需求。 主要研究内容包括: ·系统的总体设计,包括:系统结构设计,系统功能设计,开发方式、开发平台的分析选择,系统软硬件环境设计,用户界面设计; ·数据库设计,完成属性数据库与空间数据库的结构设计; ·建立土地详查信息数据库,包括数据的收集、数据的录入、地图数字化、分层等数据处理过程; ·数学分析模型的建立; ·数据管理、图形管理、应用分析、系统管理模块的开发; 完成系统的集成。上业结朵贝卜卜: 注立上地计查信息数批体和土地洋查信息管理系统; 实现Milpirl厂)交换格式。。计文什的转入,地图放人、缩小、漫化 删 除、复制等操作,并能绘制点、线、间等基本间元,对间Jd山样式进行 改变编阶; 。。J以制作和显示七种类型的专tt地图,即范田专题地间、直方图4all地 闺、饼图令题地阁、等级符-}牛题地!纠、}J、(密度专题地罔、独_)伙v题 地间、网格专题地固: 实现地KH工印输出; 实现11地汗会及札关数抓的输入、测览、炎讪、轨!义二;0及报表牛成打 印,并能进行地图和风性的双W介询; 优仪卜地芯求预测枚型和人!1顶测枚小,通过计算分析,对_卜地山比Z变 化趋势、人门发展趋势进行灿助地侧,并。。I川抓计算的结火绘间兄小。 捉仪系纹约甘。管理功能,包扒川广爸迎Z、数抓宇典管圳。

【Abstract】 GIS(Geographic Information System) is one of the main digital technologies that are used for developing the ’’Digital Earth" and is widely applied to numerous social fields with its powerful abilities of spatial information analysis, management and storage. The development of land management also needs the CIS technology supporting urgently in the new century.Land resources are the most important strategic resources in the country. For our country with a large population and limited land resources, the cultivated land and its reserve resources are relatively insufficient at present. The land survey information is the basis of planning, managing, protecting and utilizing land resources and the important means that examine whether or not keeping the general quantity dynamic equilibrium of cultivated land in our country. For the land information having characteristics of enormous quantity, various source and frequent change, the traditional office procedure relying on craft can’t meet the need of the modern land management. It is imperative to set up scientific land use management information system of current situation.Based on the demand of land administrative department, taking Putuo district of Zhoushan as an example, using the land survey data as the data source, establishing the regional land thematic CIS as aim, the application of CIS sysytem integrated technology in this system was mainly studied in this thesis and some related function modules were developed catering to the actual need of the land administrative department. The integrated mapping application programme in C/S(client/server) developing module using the integrated technology of Visual Basic and Mapinfo was developed . The developing ofGIS-based Land Survey Information Management System in County realized the integrated management of the texts and maps of the land survey data, solved the inefficiency and inconvenient problem in the land survey management and met the demand of land survey of land administrative department. The main contents of this study are as follows: Designed system structure and system function, analysed and chose the developing method and the needing software, configured system software and hardware and designed the user interface; Designed the database structure, completed the structure design of spatial database and attribute database; Established the Land Survey Information Database: completed the process of data collecting, data import, map digital and data delamination; Established the mathematic analysis model; Developed the module of data management, map management,analysis and system management; Completed the system integration.The results are as follows: Established the Land Survey Information Database and the Land Survey Information Management System; Realized the function of import Wiapinfo interchange file(*.mif), map zoom in, map zoom out, map pan, delete, copy, drawing point, drawing line, drawing polygon, editing the pattern of map element. Realized the function of creating and displaying seven types of thematic map: ranges, bar charts, pie charts, graduated, dot density, individual and grid. Realized the function of printing map. Realized the function of land survey data and other related data importing, browsing, querying, statistic and printing report forms and querying between map and attribute. Provided the forecast model of Land requirement and Population, forecasted the change trend of land area and population growing via calculating and analyzing the data and drawing the trend figure according to the calculating results. Realized the function of system maintenance: include user management and data-IX-dictionary management.
