南京市土地储备运行机制研究

【摘要】 土地储备制度是我国城市土地制度的一项创新，它是在我国土地使用制度改革、土地市场的发展及国有企业改制过程中应运而生的一种土地管理制度。城市土地储备制度的建立，对于规范和培育土地市场、增加政府的财政收入、促进城市规划的合理实施等都具有十分重要的意义。 南京市土地储备制度建立的时间较晚，在发展上还处于初期阶段，无论在理论上还是在实践上，对城市土地储备制度的研究均处于探讨阶段，尚无成熟的理论体系。笔者撰写本文的目的旨在从理论和实践两方面系统分析南京市土地储备运行机制，以期对我国城市土地储备制度的研究在理论上作一个有效的补充，在实践中为城市土地储备制度的合理、健康发展起到一定的指导作用。 本文首先阐述了土地储备的内涵及建立城市土地储备的意义，分析了国内外城市土地储备研究现状；然后在借鉴前人研究的基础上，从比较研究的角度，详细论述了南京市土地储备运行机制，总结提炼出南京市土地储备运作模式，基于对南京市土地储备资金筹措机制的深刻剖析，构建了市场化、多元化的融资渠道，在系统分析土地储备风险类型的基础上，提出了土地储备风险处理与防范策略；最后分析了现阶段南京市土地储备机制存在的问题，提出了完善南京市土地储备机制的对策，并对未来南京市土地储备的发展提出了展望。更多还原

【Abstract】 The land reserve system is an innovation of our Chinese urban land system. It is a kind of land management system, coming from the reformation of land use, the development of land market and convertion of state-owned enterprises. Establishing the urban land reserve system is very important for normalizing and cultivating land market, increasing the government finance and promoting the city layout rationally putting in practice, and so on.Nanjing city land reserve system was established very lately, so the development is being in the initial period. Not only in the theory, but in the practice, the study of urban land reserve system is in the course of discussing period, and it has no mature theory system. The purpose of this paper is to analyse the running mechanism of Nanjing city land reserve system from the theory and the practice. The author hopes that the paper can offer an effective complementarity in the theory for the study of our country urban land reserve system, and offer some direction in the practice for its developing rationally and healthily.Firstly, this paper expatiates the connotation of the land reserve and realistic significance of establishing urban land reserve, analyses the current situation of urban land reserve at home and abroad. Secondly, on base of predecessor’s study, this paper expatiates the running mechanism of Nanjing city land reserve system in detail. The author summarizes and distills the running mode, builds a marketing and plural financing channel after analysing the measures of raising money of Nanjing city land reserve. And then, on base of analysing the risk types of the land reserve, the author puts forward some strategy of keeping away the risk. Finally, this paper analyses the problems of current mechanism of Nanjing city land reserve system, and provides several pieces of suggestion for perfecting the land reserve system.
