内江发电总厂管理信息系统的建设、应用和改进研究

【摘要】 从20世纪60年代开始发展起来的管理信息系统，作为现代社会组织的一部分，是计算机硬件、软件、数据通信装置、数据机器存储设备、规章制度和有关人员的统一体。其目的是为了实现组织的整体目标，对与管理活动有关的信息进行系统、综合管理，以支持各级的管理决策活动。管理信息系统建设是推动现代社会组织变革、推动组织信息化、提高竞争能力的有力措施。企业以追求利润为目的，管理是企业永恒的主题。从现代的观点来看，目标、决策、计划、领导、监督、控制是管理的一个全过程，是一个完整的管理流程，是在一定的组织结构下进行的。信息技术的发展，特别是管理信息系统的出现，将管理流程完整地连接起来变成了现实。信息系统在管理中的应用，对管理工作具有极大的延伸和推动作用。内江发电总厂是国家大一型企业，总装机容量700MW，是四川电网的主力火电厂。内江发电总厂的信息化工作起步比较早，应用也比较广泛，除应用于企业管理工作外，生产上自动控制方面的应用也比较多。2000年内江发电总厂管理信息系统（Neijiang General Power Plant Management Information System ，以下简称NJGPPMIS）的建成使用，标志着内江发电总厂的信息化工作又上了一个新台阶。内江发电总厂管理信息系统的建设，是2000年由我作为项目负责人主持开发完成的。经过在西南财经大学MBA中心两年多的学习，极大地扩展了我的视野，丰富了我在企业管理及其相关领域的知识，使我对企业信息化的重要意义以及如何充分发挥信息技术在管理中的作用等有了更深刻的认识。现在回过头来重新认识内江发电总厂管理信息系统的开发、建设和应用，觉得原来开发的管理信息系统不尽如人意，有很多值得改进和完善的地方。本文配合EMBA的学习，对内江发电总厂管理信息系统的建设、应用和改进进行了研究，以期对内江发电总厂今后的信息化工作起指导作用。<WP=3>论文的主要内容包括：第一章介绍了内江发电总厂的总体情况、信息化进程和建设管理信息系统的原因。第二章详细介绍了NJGPPMIS的建设情况，包括网络建设和安全管理等十三个应用子系统的开发内容。第三章介绍NJGPPMIS的应用情况，分析了NJGPPMIS使用情况不好的原因以及NJGPPMIS存在的问题。第四章分析了需要对NJGPPMIS系统改进的原因。主要是由于外部竞争环境的变化和内部加强管理的需要。外部竞争环境的变化主要是我国加入世界贸易组织和电力体制的改革。第五章介绍NJGPPMIS的改进方法和内容，包括对内江发电总厂进行业务流程重组（BRP）和建设ERP系统，着重分析了电厂建设ERP的原因、内容和方法等。更多还原

【Abstract】 Management Information System(MIS) was developed from 1960’s. As a part of modern social organization, MIS is a unification of hardware, software, data communication, regulation and system, and persons concerned. The goal of MIS is to integrate management and to support the activity of decision-making. The construction of MIS is an effective measure of improving ability of competition.The enterprise’s goal is to pursue profits. Management is the permanence theme of an enterprise. According to the modern point, a full management process should include goal, decision-making, plan, leadship, supervision and control. As the information technology develops, the whole connection of management process becomes possible.In this article, it studies the construction, application and improvement of Neijiang General Power Plant MIS (NJGPPMIS), it also analyzes the possibility of NJGPP’ Enterprise Resource Planning(ERP).Chapter One Introduce the general situation and the informationlization process of NJGPP.Chapter Two Introduce the construction situation of NJGPPMIS.It includes the thirteen sub-systems of network and security management.Chapter Three Introduce the application of NJGPPMIS.
