港口国监督研究与基于Web的船舶安全检查辅助系统的开发

【摘要】 八十年代伊始，船舶海上交通事故连续不断，给人命安全和海洋环境造成了极大的危害，引起了国际海事组织和各港口国当局的高度重视。为此，国际海事组织秘书长强调要落实公约标准执行的三级责任制，即国际海事组织负责标准的制定、船旗国负责标准的实施、港口国负责检查监督，特别是港口国的检查监督在近年来发挥了越来越重要的作用，其目的是将迫使不符合标准的船舶最终退出航运市场。 本论文的主要目的就是对港口国监督进行跟踪研究，并结合港口国监督的实际情况，开发一种基于Web的船舶安全检查辅助系统，以改善船舶的安全状况，提高我国的海事管理水平。 本论文的完成基于以下思路： 首先对港口国监督的概况进行系统地阐述，包括其产生渊源、主要区域性港口国监督组织的发展情况以及检查的流程等。在此基础上，着重论述了港口国监督当前所存在的主要问题及矛盾。接着，就港口国监督的发展趋势提出了自己的看法。 论文的后半部分着眼于实际应用。针对当前港口国监督过程中所存在的一些问题，借助于计算机和网络，运用Web技术，提出了一个有效的基于Web的船舶安全检查辅助系统的解决方案，构建了国际公约的Web数据库，从而解决了以前公约繁多、难于检索对照的问题。更多还原

【Abstract】 In the 1980’s, maritime accidents occurred frequently and did a great harm to safety of life and marine environment. The International Maritime Organization (IMO) and port authorities of many countries has already recognised the serious condition about it. The secretary-general of IMO has emphasized the implementing of three-level responsibility system on international conventions, that is: IMO is responsible for the making of conventions, the flag states is responsible for the implementing of conventions, port states is responsible for the supervising of conventions implementing. Especially, port state control has played a more and more important role in recent years, aiming at eliminating of the sub-standard ships from the shipping market.The main purpose of this paper is to track the study of port state control, to develop a Web-based auxiliary system for ship safety inspection, so as to improve the safety condition of ships and increase the level of maritime management.The paper based on the follow thought process:First, the general situation of port state control is narrated comprehensively in this paper, including the origin of port state control and developing of regional agreements on port state control and the process for ship safety inspection. The main problems and the current contradiction of port state control are also expouded on the basis of that. And, the trend of port state control is pointed out in the paper.The last part of this paper is about the practical appliance. Aiming at the main problems about port state control, the paper brought forward an effective solution to the auxiliary system for ship safety inspection and developed a Web database by using the computer networks and Web technology. The problem that conventions was difficult to consult is consequently solved by using this system.更多还原
