论我国国有企业经营者的激励机制

【摘要】 长期以来,中国国有企业经营者的激励和约束机制一直是广为关注的热点话题。事实上,在现代竞争日趋激烈的情况下,国有企业对经营者的激励和约束方面存在着机制缺陷。“我们有天下最便宜的企业家——工资最低,同时又有天下最昂贵的企业制度——大量亏损。”这句话便是当今国有企业的真实写照。本文从激励理论出发,通过比较分析国有企业经营者的激励机制现状,试图探索适应现代企业制度的国有企业激励机制。 本文共分四个部分。 第一部分,国有企业经营者激励问题的提出。本部分通过对两权分离的现代公司制企业制度以及经理革命的分析,指出由于企业所有者和经营者双方“利益不一致”和“信息不对称”,导致了双方行为目标的差异,从而产生了经营者激励和约束问题。因此,经营者激励与约束问题是现代企业制度产生和发展的结果。中国企业改革的深入,同样对经营者的激励问题提出了挑战。 第二部分,经营者激励机制的理论分析。本部分分别从管理学、经济学的角度,阐释了两种激励理论的演变过程和最新进展,并对各种理论作了简要分析和评价。管理学、经济学激励理论是经营者激励机制的理论基础,也是本论文分析和研究经营者激励机制的依据。 第三部分,我国国有企业经营者激励的现状分析与国际比较,本部分主要以实证的方法对我国国企经营者的激励现状进行分析,并通过中外经营者激励机制的国际比较分析,指出两种经营者激励机制的差异。同时对我国国有企业经营者激励机制的问题和成因作了相应的分析和研究。 第四部分,建立有效的国有企业经营者激励机制的建议。本部分提出了改革和完善国有企业经营者激励机制的总体思路,强调指出应建立与现代企业制度相适应的国有企业经营者激励机制,充分发挥国有企业经营者的积极性和创造性。

【Abstract】 At present, how to introduce impulse and constraint system for Chinese managers is an important topic. In fact, with the increasing contemporary competition, it is imperfect for our state-owned enterprise to impulse and constraint their managers. "We have the lowest price managers because they earn the lowest wages, and we also have the highest price firm system because a lot of firm have been bankrupt". That saying is a true description about our state-owned enterprises. The article attempt to research state-owned enterprises impulse system which adapts to contemporary firm system.Part one: Present impulse question about state-owned enterprise managers. With the contemporary firm system and managers revolution, because management have " different interest " and "information distinction", impulse and constraint to managers is a result with the contemporary firm system. At the same time, Chinese firm reform presents the same question.Part two: Theoretic analysis about the impulse system. The article use administrative and economical opinion to demonstrate the development of two impulse theory, and simply analysis and assess these theory.Part three: Analysis our impulse system and compare to international impulse system. The article mainly use some facts to analysis our impulse system and compare it with international impulse system, and present their distinction.Part four: some suggestion about state-owned enterprise managers impulse system. The article present opinion to reform and finish the impulse system, advocate to construct the impulse system which adapts to contemporary firm system.
