都市中心城区经济发展定位及战略研究

【摘要】 都市中心城区的发展对都市的整体发展的带动作用越来越明显，但由于都市中心城区是一个非完全行政能力的开放型体系，存在区域与区属的概念，所以，它的发展更具特殊性，尤其面对新的经济形势，如何定位，如何发展，如何调控，这是中心城区面临的课题。都市分区而治的目的，是为了发挥各个行政区的优势潜能，推动都市的整体发展。都市中心城区具有独特的发展优势。即：枢纽优势、依托优势、商誉优势、集散优势、人才与知识密集优势等。核心发展优势为中心城区的发展提供了相应的驱动力，但中心城区也存在明显的发展劣势：党政机关行政能为的非完全性，中心城区的地域空间狭小、发展机制落后、发展质量偏低；严重阻碍了中心城区的进一步发展。为此，都市中心城区发展定位及赶超模式，中心城区的发展战略，发展规划及调控模式的创新、研究，将为中心城区发展提供新的借鉴。 本文在综合调研的基础上，对中心城区的发展理论、发展定位、发展战略以及中心城区调控手段进行了探索。据此，对沈阳市和平区进行了个案分析，并对中心城区的发展提出了对策和建议。更多还原

【Abstract】 The center district of a city is getting more important to development of a city. However, the center district of a city is not completely administration. District and zone are different concept. So, the center development is more particular to new economy. For the center district it is new topic what is position how to development.The center district of a city has a lot of superiorities, such as center superiority, trade superiority, information and technology superiority, but on the other hand, It has some inferior: small space,part of administration.This paper expound for the center district’s developing-theory, position, strategy above investigation, and put a case analysis of SY Helping district development.更多还原
