营口港管理模式研究

【摘要】 2001年下半年,我国开始在全国范围内进行港口体制改革。营口港作为东北第二大港,无论是交通部,还是省政府、市政府,都十分重视。本文旨在充分调研的基础上,分析当前营口港管理模式的特点及存在问题。借鉴国内外港口管理的先进模式,以行政管理学、社会主义市场经济学、财务管理等理论为依据,运用系统的方法,重新建立营口港行政、国有资产和企业内部管理模式,以解决国有资产由谁管理、如何管理,由谁经营、如何经营的问题,以及港口行政由谁管理、如何管理的问题。研究表明,在新的营口港管理模式应主要分为三大部分,即国有资产管理、港政管理、港口经营管理。其中,要将原营口港务局的国有资产由中央转到营口市地方政府,由营口市财政局按国有资产管理办法进行投资、运营、收益管理,做到产权清晰,投资主体明确,实现所有权与经营权分离;原营口港务局要实行政企分开,港政职能交由营口市交通局承担,依法行政,并适应入世需要,逐步将部分行业管理职能交由中介组织实施;原营口港务局港口经营生产职能由按现代企业制度要求成立的营口港务集团承担,并成为自主经营的市场主体,按管理社会化、管理法制化、管理标准化、管理职业化、管理人格化和人性化要求,建立企业内部管理机制;原营口港务局承担的公安、医疗、教育等社会职能要剥离到社会,改变企业办社会的局面。这种管理模式,将加速营口港口市场体系的建立与完善,将加强和改进原营口港务局国有资本与财务管理,形成以出资人管理制度为中心的新型财务制度框架体系,将促进原营口港务局建立现代企业制度,推进其结构调整,也必将增强港口企业的紧迫感和责任感,更好地发挥营口港口行业在营口市经济中的龙头作用和辽宁中部城市群经济区经济走廊作用。

【Abstract】 In the second half year of 2001, our country started in the national scope to carry on the harbor organizational reform. As Yingkou harbor is the second largest port in the northeast of China , the Ministry of Communications, Liaoning provincial government and Yingkou local government have paid much more attention to it’s development. This article is for the purpose of re- establishing the administration model of Yingkou harbor, in the foundation .of investigating and analyzing the current management pattern characteristics and existing questions, profiting from the domestic and foreign harbors" advanced management pattern, taking socialism market economic, financial control theory and so on as the basis, utilizing system approach, the state-owned property and the enterprise internal management pattern, to solve the problem of state-owned property management and the question of harbor administration management. We get the results by research. There should be three major parts in the new management model of Yingkou harbor. They are state-owned property management, port politics management, harbor production and operation management. There must be change to the original Yingkou port bureau’s state-owned property from center government to Yingkou local government. Yingkou local government carries on the investment, the operation, the income management by the Yingkou finance bureau according to the state-owned property policing method. The property right should be clear, the investment main body should be clear, and the realization property rights and the management power should separate. Original Yingkou port bureau must implement government and business separates, the port politics function hands over by the Yingkou traffic department. In order to meet the regularity of the WTO, partial profession management function will be gradually handed over the intermediary organization. The production and operation management be undertook by Yingkou harbor affairs group, which was organized according to the modern enterprise system. The group is made for the independent management market main body, according to management socialization, management legal system, management standardization, management occupation, management personification and human nature request, establishing enterprise internal management mechanism. The social function such as public security, medical service, education with was undertook by the original Yingkou port bureau must be striped.This kind of management pattern will accelerate the establishment of Yingkou harbor’s market system, strengthen and improve the original Yingkou port bureau state-owned capital and the financial control, promote the structure adjustment, strengthen the the urgent feeling and the sense of responsibility of harbor enterprise. This will also display the Yingkou harbor main item function in the Yingkou economy and even the economical corridor function in Liaoning middle the city group economic zone.
