基层采油队生产运作管理的研究

【摘要】 近几年,受全球经济一体化浪潮的影响,国外石油公司重组、并购交易愈演愈烈,强强联合,大大增强了他们的综合经济实力。在这种形势下,中国加入世界贸易组织给石油行业带来的冲击是可想而知的。胜利油田要实现全面降低生产综合成本,提高企业经济效益,实现可持续发展的战略目标,管理一定要深入到企业各个层面,从基层抓起。 采油队作为原油生产的基层单位,担负着原油生产任务和生产成本控制两项重任。每个采油队的生产运作管理都关系到采油厂的整体运营效益;采油厂的运营情况又关乎整个油田的经济效益。因此,做好采油队的生产运作管理是提高油田整体管理水平的一个不可忽视的环节。 当前,采油队的生产运作管理普遍存在着观念置后、管理粗放、缺乏系统理论指导等问题。本文在对现有采油队的管理模式进行优劣分析之后,结合运用油藏经营管理和生产运作管理等理论和方法,从采油队的生产实际出发,设计出适合采油队的生产运作管理体系。整个运作管理体系包括生产管理、成本控制和效益评价三部分。生产管理模式中分别讲述了生产分类、分级管理和动态管理等方法,在油藏价值分析的基础上建立产量控制模型;成本控制管理部分运用了源头控制的思想,介绍了成本分类、分级控制和成本动态监控模型;在效益评价部分,介绍了经济效益评价的原则、指标体系,分别阐述了单井、区块和采油队的经济效益评价方法。

【Abstract】 More and more petroleum companies abroad recombined in recent years for the tide of global economy unify. It has consumedly strengthened their synthesize economic strength. From this, it can be imagined that Chinese affiliation of WTO will impact the internal petroleum industry profoundly . In order to lower the productive cost completely , increase the economic benefits and achieve thestrategic target--constant development, Shengli Oil-Field must go theadministration deep into every levels of the enterprise.As a grass-roots unit of petroleum production, the oil production crew has two major tasks: extraction and productive cost control. For every crew, its production and operations management relates to the whole operations of the oil production factories, while the operations of the factories relate to the economic profits of the whole oil - field, therefore the operations management of the crew is a link for improving the managerial level of the whole oil-field . Today, there are many problems in the production and operations management of the crew, backward ideas, careless management, shortage of theoretic and systematic direction etc. After the analysis of the existent administrative model, the paper combines the theories and methods of reservoir management and operations management, according to the realities of the crew, the paper designs a operations management system in accordance with the current situation. The whole system includes three parts, the production management, the cost control, the benefits evaluation. The production management section expounds some methods of the production classified management and the dynamic management, on the base of the analysis of reservoir value, it gives a control model. The cost control section uses the headstream control idea, introduces the classified cost management and the dynamic supervision model. The benefits evaluation section introduces the principle and the index system of the economic benefits evaluation, then it describes some evaluate methods of wells, cut stages and crews separately.
