南京市城市基础设施建设投融资体系研究

【摘要】 新世纪开始，我国将进入全面建设小康社会，加快现代化发展的新阶段。作为城市现代化的重要标志之一，城市基础设施已成为城市加快发展、提高综合竞争力的重要因素和基本条件。资金无疑是城市建设最基本的物质动力和保障条件，也是目前影响其发展的关键。如何适应社会主义市场经济要求，进行城市基础设施投融资体制改革，积极探索各种新的投融资方式，加快城市建设的步伐，已引起各方面广泛关注。 本文围绕我国城市基础设施建设投融资的现状及存在问题展开，通过对我国及南京城市基础设施投融资体制改革的必要性及城建投融资多元化体系的研究，提出实现南京城建投融资多元化的基本框架：充分利用市场机制，建立投资主体多元化、资金来源多渠道、投资方式多样化和建设实施市场化的城市基础设施投融资体系，在此基础上从市场经济的角度对城建投融资方式进行了探讨；对南京城建资金管理体制的改革提出了具体思路和建议，试图提出构建南京城建投融资平台的设想。更多还原

【Abstract】 With the new century coming, our country will go to the well-to-do society and come to a new stage of the modernization development. As an important symbol of city modernization, urban infrastructure becomes one of the most important factors for the city to quicken development and increase the competition ability. Capital is without fail the most important essential material power and guarantee condition and it is the key factor that influences the development of urban infrastructure. How to adapt to the demand of socialism market economy , how to carry out the investment and financing system reform of the urban infrastructure, how to exploit new capital source and quicken the step of urban infrastructure construction have arose extensive attention.This thesis focuses on the actuality and existent problems of investment and financing system reform of the urban infrastructure construction in our country and in Nanjing. It carries the research on the necessity of investment and financing system reform of the urban infrastructure construction and diversity architecture of investment and financing. Then it puts forward the basic frame to realize diversity architecture of investment and financing in Nanjing is to apply market mechanism sufficiently and establish the new investment and financing system of the urban infrastructure which realizes the investment subjects diversity, capital source diversity, investment modes diversity and construction and fulfillment marketability. On the basis, the thesis discusses the urban construction investment and financing mode from the point of view of market economy. Finally it brings forward advices about how to run the urban construction capital and tries to bring forward the idea of designing investment and financing platform of city construction for Nanjing.更多还原
