【摘要】 本文分析总结了我国风景名胜区的水环境现状，针对我国风景名胜区开发利用中出现的一些水环境问题：①水资源利用不当；②水资源量减少；③水环境污染严重；④水环境保护利用过于简单、笼统，提出了对风景名胜区水环境保护利用应是全方位保护和综合利用的观点。基于保护的目的是为了更好的利用及保护与利用之间相互联系、相互制约的特点，在阐述了风景区水环境保护的概念、目的、原则的基础上，对全方位保护和综合利用的具体途径进行了展开，这些途径主要有经济、技术、行政、法律等手段。其中对污水处理方式的选择、污水排放标准的确定、公厕的规划设置、以及给水指标的确定等容易被忽视的问题作了比较详细深入的探讨。 结合工作实践，本文还具体剖析了九寨沟风景名胜区水环境保护利用规划，本规划在总结前人的经验教训的基础上提出了新的九寨沟风景名胜区水环境保护利用对策，以期从水环境角度出发使九寨沟风景名胜区步入可持续发展的道路，从而实现经济、社会、环境效益的三者相统一。更多还原

【Abstract】 Based on the analysis to the current situation of water resources of China’s historic and scenic spots, this paper points out some problems of water resources existing in the course of developing historic and scenic such as inappropriate use of water, shortage of water supply, severe contamination and low-level methods of water protection and so on. Then this paper proposes that the protection of water resources of these historic and scenic spots should be all-round protected and comprehensive utilized. To protect is to make better use of it Each coin has two sides. Firstly, the paper introduces the concept, goal and principle of protection of scenic spot’s water resources. Then, it makes further study on the concrete measures of all-round protection and comprehensive utilization which includes economic, technical, administration and legal ones. More detailed discussion is made about the usually neglected problems such as the choice of sewage treatment, establishment of standard of sewage discharge, location of W.C. and definition of watersupply index. In the end, the paper analyzes the protecting and utilizing plan of JiuZhai Gou scenic spot’s water resource as a example. Based on the summarization of the former experience and practice, This plan puts for ward the new counter-suggestions to protect the JiuZhai Gou scenic spot’s water resources, expecting to make JiuZhai Gou’s development more sustainable and thus realize the utilization of economical, social and environmental benefit.更多还原
