【摘要】 政府投资类项目在我国基本建设投资中占有很大比重，有些建设项目更是关系到国计民生。随着建设事业的快速发展，政府投资类项目在建设管理中存在的问题已表现得越来越突出。本文以建设项目管理模式作为切入点，在分析政府投资类建设项目管理存在问题的基础上，尝试构建一种适合该类项目的新的项目管理模式，以提高政府投资类项目管理水平。 本文首先介绍了工程项目管理的相关理论，对目前国内建筑市场的几种典型项目管理模式作了阐述，重点分析了项目总承包和项目PM管理模式的特点，结合政府投资类项目管理现状，进而构建了一种新的项目管理模式——基于全过程代理的项目承包模式；然后分别研究了基于全过程代理的项目承包模式的合同结构和组织结构，对该模式下招投标的特点及注意问题等作了重点阐述；最后结合中国财政博物馆项目，对基于全过程代理的项目承包模式作了工程实例分析。更多还原

【Abstract】 Construction projects invested by government have a great proportion in the infrastructure in our country,and some of which play very important roles in people’s lives. However,some problems in the management of such projects become more and more prominent along with the rapid development of the infrastructure. Basing on some known models of construction projects management,this thesis is about trying to establish a new one of government-invested projects depending on analysis of the problems in it,and hope to be a help to improve these management.The thesis begins with introducing some relative theories of project management,and expatiates some typical and popular models of it,emphasizing on analyzing the characters of overall contract and PM. It also establishes a new model of project management-contract of deputizing in overall process,then the thesis discusses the structure of the contract and organise and the characters of the new model. Finally it gives an example basing on the project of the China Financial Museum.更多还原
