【摘要】 人民币已经实现了经常项目的自由兑换，在未来的相当一段时间内，我国外汇管理体制改革的方向将是逐步实现人民币成为完全自由兑换货币。本文从我国人民币自由兑换的实际发展状况出发，总结世界先进国家的完全自由兑换货币的经验及教训，提出了适合我国国情的人民币完全自由兑换的发展对策和建议。全文共分为六大部分： 1．介绍了货币自由兑换的基本理论。包括经常项目自由兑换和资本项目自由兑换的基本概念。 2．介绍我国人民币不完全自由兑换的发展过程。包括了货币未实现经常项目自由兑换时期的探索阶段、及人民币实现经常项目的自由兑换过程。 3．提出了人民币实现完全自由兑换的问题。主要是从实现自由兑换的必要性谈起。 4．介绍了人民币实现完全自由兑换的条件。包括了过程条件、基础条件、配套条件及时机条件。 5．对人民币实现自由兑换的可行性进行了研究。从实现人民币自由兑换的利、弊以及吸取完全自由兑换货币的经验教训，提出了人民币实现完全自由兑换的可行性。 6．对人民币实现完全自由兑换提出了对策和建议。更多还原

【Abstract】 RMB has been convertible under current account for quite a long time. The goal of our State Administration of Foreign Exchange is to make it convertible under capital account eventually. This essay raises some countermeasure and recommendation which is based on the conclusion of the developed countries’experiences and lessons,and the integration of our own real condition. The body is divided into six parts as follows:1. An introduction of some basic knowledge about currency convertibility which concludes currency convertibility under current account and capital account.2. An introduction of the development of RMB’s convertibility before full convertibility.3. A recommendation on RMB’s full convertibility .4. An introduction of the qualications about RMB’s full convertibility.5. A research on the possibility of RMB’s full convertibility.6.
