城市基础土地信息系统（LIS）的设计与实施

【摘要】 土地是人类赖以生存的物质基础，人类的一切活动都与土地有直接或间接的联系。土地又是重要的自然资源，发展农业生产的基本资料，而且又是发展工业、交通、城建、旅游等乃至整个国民经济不可缺少的物质条件，准确的土地数据资料是国家制定有关法规，编制国民经济计划的重要依据。 近年来，随着非农产业和城市化的高速发展，查清、保护与管理土地资源的任务日趋艰巨，对土地进行资源管理和土地市场进行宏观调控，已成为新的重要任务，但由于对调查成果不仅确定现势性，而且处理也未能及时进行，使得地籍资料未能发挥应有的作用，传统的管理模式已不能满足现代土地管理事业和国民经济发展的需要。本人针对国土管理的现状问题，按照南昌市土地管理局的要求，采用计算机、GIS和瑞得地籍信息系统RDCIS等高新技术对南昌市基础土地信息系统的建立进行了探讨和设计。该系统设计的主要目的是利用市土地管理部门现有的计算机设备和技术人员以及江西省煤田地质局测绘队现有的软件及人员建立土地信息系统，对每一宗地的属性数据和图形数据进行管理，完成面积汇总、分析、登记发证，查寻需求及宗地图和地籍图的自动生成等工作。更多还原

【Abstract】 ABSTRACTThe land is the material foundation for existence of mankinds , the whole activities that mankinds do would be contacted with the land directly or indirectly . The land is also an importance nature resource, a basic data of the development of agriculture product and necessary material foundation of the development of industry ,transportation , construction of city , tourism , even the whole national economic project and so on . The establishing of related laws and civil economic project is on the basic of the accurate information on land.In the last few years , with the super-speed development of no-agriculture and urbanize , it’s hard to check pure, protect . and manage the land resource day and day . The management of the land resource and plan have become the new important missions , But because the result of the investigation can’t be defined and handled on time ,cadastre data could not function fully, traditional manage mode hasn’t satisfied the demand of modern land management and thedevelopment of civil economic . According to the need of the land administration of NanChang City and the present condition of the national land management , I studied and designed the urban fundamental Land Information System(LIS) basing on computer , GIS and RUDE cadastre information system RDCIS and other high new technique . The main purpose of the design of the system is to establish LIS basing on the current calculating equipment, technical persons and the current software and people in the cold field in JingXi province . manage the attribute data and the figure data ,finish the task of area gathering , analysis , registration, issuing certifications, lookup and automatically form cadastre mapping and so on.更多还原
