网络媒体发展中的信息安全问题探讨

【摘要】 随着互联网的迅猛发展，网络媒体也得到了飞速发展。网络媒体是继报纸、广播、电视后出现的第四媒体。作为一种新兴媒体，它具有与传统媒体截然不同的新特征：数字化、网络化、多元化、全球化、多媒体化、实时性、交互性、易检性等。 网络媒体是人类有史以来增长最快的传播手段，它对人们的影响是全面的，从微观到宏观，从家庭每个成员的日常生活到国家之间的信息传播，网络媒体无处不在。网络媒体使传播者与受众之间的关系发生了变化。传播学理论认为，任何传播行为，尤其是大众传播都应该是双向的，只有及时获得受众反馈才有可能获得理想的传播效果。由于受到技术条件的限制，传统媒体的传播方式基本上是单向的，受众处于被动接受的地位，而网络的互动性则使网络媒体的传播过程成为一个闭合的回路，将有助于媒体便捷、低成本地搜集受众反馈信息，从而提高传播效果。正因为如此，网络媒体这种第四媒体完全有可能超越报纸电视等传统媒体，做到后来者居上。 网络媒体有速度快、容量大、多媒体、可交互、可检索等特点，这些技术特点使网络媒体具备传统媒体所不具备的优势，从而有自己的生存空间。但也带来新的技术问题，如交互性，就非常容易带来安全性问题。网络媒体是以计算机通信网络为基础的，由于计算机通信网络是以计算机和数据通信网络为基础的应用管理系统，因而它是一个开放式的互联网络系统。如果不采取安全保密措施，与网络系统连接的任何终端用户，都可以进入和访问网络中的资源。 计算机硬件、软件、通讯网络的安全问题以及用户的安全意识和可使用的安全技术匮乏，使得网络媒体存在严重的信息安全问题。网络媒体通常面临通信过程中的威胁和加工处理中的威胁。通信中的威胁主要是信息系统的用户在进行信息通信的过程中容易受到攻击。一是主动攻击，攻击者通过网络线路将虚假信息或计算机病毒侵入信息系统内部，破坏信息的真实性与完整性，造成系统无法正常运行，严重的甚至使系统处于瘫痪；二是被动攻击，攻击者非法窃取通信线路中的信息，使信息机密性遭到破坏，信息泄露而无法察觉，给用户带来巨大的损失。这两者中，前者意味着网络媒体无法由网民浏览，而后者对一些特殊的网络媒体（如发布证券金融信息的收费网站）是非常有害的，直接影响到这些网络媒体发布信息的价值。对网络媒体而言，另一种重要的威胁即加工处理中的威胁。信息系统一般都具有对信息进行加工分析的处理功能，在网络媒体中这对应着网上调查等处 理功能。而信息在进行处理过程中，通常都是以源码出现，加密保护对处理中的信息不起 作用。因此，在这个期间有意攻击和意外操作都极易使系统遭受破坏，造成损失。这意味 着网络媒体的安全问题不仅仅与网络传输有关，也和计算机软件的可靠性有着直接的关系。 网络媒体作为一个新生事物，针对网络媒体的法律法规的相对滞后，大众对网络媒体 概念也相对模糊混乱，这也使网络媒体面临的安全问题得不到足够的重视，缺乏相应的解 决方法。把网络秩序调整好、把信息安全保护好，从而保障网络媒体健康、高速、持久地 发展厂去，已经是刻不容缓的事情。 解决网络媒体信息安全的办法应当包括以下几个层面的措施： 第一点是法律制度与道德规范。日益严重的计算机犯罪，迫使各国尽快制定出严密的 法律、政策，从根本上改变知识犯罪无法可依的局面。以全新的概念和要求，规范和制约 人们的思想与行为，将信息安全纳入规范化、法制化和科学化的轨道。 第二点是管理制度的建立与实施。安全管理制度的建立与实施，是实现计算机信息系 统安全的重要保证。它包括：安全管理人员的教育培训、制度的落实、职责的检查等方面 的内容。 第三点是物理实体的安全与硬件系统保护，计算机物理上安全与硬件系统的保护是信 息系统安全不可缺少的重要环节。一是必须对自然灾害加强防护。二是采取必要的措施防 止计算机设备及相应保密软件被盗。 第四点是大力发展网络信息安全技术和软件反病毒技术。通信网络中系统软件反病毒 技术和信息安全保密技术是计算机信息系统安全的关键，只有提高技术水平才可能有效到 保证网络媒体的安全。 在以上提出的网络媒体安全措施中最核心的一点就是：网络立法势在必行。这是网络 犯罪引起的社会冲突的需要；是保障网络健康发展的需要，也是维护国家信息安全的需要。’本文还向各个网络媒体单位提出了一些解决网络媒体信息安全的具体建议：首先要搞好行 业自律，作到不违法不违纪。其次要自觉增强信息安全意识，增大安全技术投入，提高网 络自身的防范能力。更多还原

【Abstract】 With the development of Internet,the network media has made great headway. It is the fourth media appeared after newspaper,broadcasting,and television. As a new-coming media,it has completely different new features from traditional ones,that is,digitization,networking,multifactor,globalization,multimedia,real time,mutuality,easy-check,etc.Network media is the fastest increasing spreading means since the beginning of human history. And it influences the people from all the aspects. The information spreads from micro-aspect to macro-aspect,and from the daily life of each family member to the contacts between countries. The network media is universal.The network media is based on computer communications system,but the hardware,software,and communications system are not secure enough,at the same time,the user are lacking in security ideas and technology that can be used. What’s more,the laws and regulations are relatively lagging behind. Therefore,there exists severe information security problem in network media.Firstly,this paper gives the readers a brief introduction of the history of network media development,and the fundamental conception and content of information security technology. Then from the analysis of the spreading features of network media,it leads to the informationsecurity problem existed in network media,and the importance of information security for network media.Next,this paper introduces four kinds of hidden information security trouble existed in network media by detailed cases,which is,false and harmful information spreading;consequent taking place of network leakage of confidential information;the overflow of computer virus;and hacker attack and network information campaigns. Then by analysis of cases,it shows that the information security problem is severely threatening the sound development of network media,and it is great hidden trouble of political and economic stability,state security and national defense security.This paper profoundly analyzes the concrete reasons that cause the hidden information security trouble in network media,and from the view of network media managers and employees,it puts forwards four detailed proposals which can strengthen the information security construction of network media. With the common efforts of all people who involve in network media construction and development,we hope it can provide a good healthy developing conditions and security guarantee for network media cause in our country.更多还原
