高校课程管理体制研究

【摘要】 高校课程管理体制指高校课程管理的机构设置、权力归属及其应遵守的规章制度。高校课程管理方面的研究十分薄弱,亟待开拓。 本文对中国、美国、英国、德国和法国高校课程管理体制的形成与现状进行了梳理和比较。发现主要有中央集权和地方分权体制模式,地方分权制并不必然优于中央集权制,而是互为补充;各国的中央政府都在高校课程管理中扮演着重要的角色,但政府的控制是有限度的;高校课程管理的具体事务中,教师等专业人员的决定权较大;课程管理体是在历史与移植的基础上形成的,对其进行改革必须符合本国国情。 最后按中央政府、省和高校自身三个层面提出了我们对高校课程管理体制的改革若干思考。

【Abstract】 The system of higher education curriculum management means: the organization set, the power distribution of the higher education curriculum management, and the rules it should accept. The study field of higher education curriculum management is poor, and it is waiting for study.This dissertation described, then compared the development and situation of higher education curriculum management system in China, American,England. French and Germany. We find there are two kinds of system -thecentralism and the decentralism, the decentralism is not better than thecentralism , absolutely, they should learn from each other ; In each country , the central government plays a important role in higher education curriculum management ,but also has its limitation, the professional faculty have the most responsibility in the detail matter of higher education curriculum management; The higher education curriculum management system has its historical and adopted foundation , the reform must be kept fit with the situation of the country.At last , we declared our higher education curriculum management system reform suggestion at the central government level, the province level and the higher education level, separately.
