【摘要】 近年来，信息技术取得了突飞猛进的发展，深刻的改变着整个人类社会的生产和生活方式。建筑业虽然是传统产业，但利用先进的信息技术，仍然可以取得生产力的巨大进步，目前我国的不少建筑施工企业都在建筑工程管理中使用了计算机，取得了一些的效果。但多数仍然只是将计算机作为一种办公自动化的用具，有少量运用在工程项目管理或预决算方面，程度很低，管理水平和手段均较欧美日本等发达国家的同类企业还有较大差距，是不能令人满意的。究其原因，除行业人员总体素质较差外，更重要的是国内与国外行业差异大，国外软件无法直接汉化使用，而国内又缺乏适用软件。当前我国建筑施工企业的管理手段还处于相当落后的状况，还没有真正认识到信息的重要性。美国通用电气公司(GE)董事长兼CEO Jeffrey R.Immelt总结2001年不景气环境下GE成功的三条原因，第二条是依靠他们的实时数据库(digital cockpit)，作相应对策，“这一点在危机的时刻非常重要”，与多元化、有非常优秀人才并列。现代建筑业绝不应该是一个可以脱离信息化管理手段的企业，开发出真正适合我国建筑企业的软件，并用先进的管理思想引导用户，使企业真正用好用足信息资源，大幅度提升企业竞争能力，才能在加入WTO后的环境中使我国建筑企业获得较大发展。 对于建筑企业而言，工程项目效益最大化始终是核心问题。工程项目效益就是项目结算造价与项目成本之差，即：工程项目效益=项目结算造价-项目成本。工程项目效益最大化就是求解Max(项目结算造价-项目成本)的问题，而不是单纯的结算造价最高或成本最低。目前的工程项目软件在这方面还没有综合考虑的实例，是一个新的课题。论文课题是智能化建筑工程项目管理系统的一部分，所以按施工顺序分阶段考虑。现行体制下，对于建筑企业而言,工程项目的建筑经济问题主要在于造价和成本两个方面；施工前(招投标)、施工中、施工后(决算)三管理阶段。这些问题包括有：施工前造价(预算)、：施工前成本(成本预测)、施工中的造价(变更和索赔)、施工中的成本(成本控制)、施工后的成本(成本核算)、施工后造价(决算)。将施工中阶段予以考虑才能真正的动态的全程的辅助管理。 目前有关预算决算的研究已很多，所以论文就更多谈一些效益智能控制以及施工方案的 技术经济评价的有关内容。本论文共分六章，其主要内容为：绪论这部分简介论文课 题，并阐述了课题的来源及意义。 第一章 智能化支持系统理论，论述了论文涉及的智能化及计算机理论。 第二章 智能化建筑工程项目管理系统中的效益控制系统，这部分讨论的效益控 制系统在智能化建筑工程项目管理系统中的地位和作用。 第三章 工程项目效益控制业务，这里论述了软件所要实现的内容。 第四章 工程项目效益控制系统设计与实现，这一章阐述了功能的具体实现方法。 第五章 总结与展望，对本论文研究工作的总结，并作出本领域的展望。 智能化管理系统是人工智能的一个分支。智能化系统不同于其它的软件系统，它 具有学习机制，其数据库系统是关系数据库，编程语言必须面向任务和知识、能实现 知识表示和逻辑推理。这里说的智能化建筑工程项目管理软件系统是“建筑工程施工 项目综合管理专家系统”项目的研究成果软件系统。本论文论述的工程项目效益智能 控制系统是它的子系统。为了更好的说明相关的论点，这里先阐述一下整体的智能化 建筑工程项目管理系统。智能化建筑工程项目管理是智能化管理方法在建筑领域的应 用，是人工智能的方法应用于建筑管理。对于工程项目进行智能化支持，在建筑经济 方面相关课题还包括有历史数据的采集和运用模式、互联网（非局域网）运用LOTUS DOMINO／NOTES等平台建构建筑企业的办公环境、以及实现企业与建筑项目部的无 缝连接、现有的市场上主流的财务及人力资源及劳资软件与建筑ERP管理软件的接口 等诸多问题，都是值得深入研究的。 综上所述，通过笔者的一些研究，认为对建筑综合管理智能化支持是有优势的，技术 上也是可行的，但编程量相当大。在信息及建筑技术突飞猛进的今大，建筑软件研发越 来越多，越来越快，相信不久会看到令人满意的解决方案和软件系统出现，为我国建 筑工程管理手段实现现代化做出有力的贡献。更多还原
