【摘要】 随着我国改革开放的不断推进，社会主义市场经济体制的逐步建立和完善，农业的生产经营方式及其产业结构正在发生深刻的变革；以短缺经济和数量扩张为主的发展阶段已经结束，买方市场已经全面形成，市场供求格局发生了根本性的变化；农业生产逐步向产业化、市场化、国际化、信息化方向发展；我国农业和农村经济已经进入了一个新的发展阶段，而加入世贸组织，又给这一新阶段增添了新的内容和新的挑战。随之而来一系列新的问题立即摆在我们的面前，我省主要农产品在国际竞争中居于劣势，质量和效益与新的市场需求之间存在着太大的差距，提高农产品的竞争力成为十分紧迫的课题。为了适应农业发展进入新阶段，把握机遇、迎接WTO的挑战，加快吉林农业国际化步伐，使吉林省农产品在质量上实现新的跨越，以适应国际市场的需要。为此必须尽快建立与国际接轨的农业质量标准体系，加强农业质量标准管理，以实现农产品标准化。 本文针对新阶段下吉林省农业面临的严峻形势，以吉林省农产品标准化为研究对象，首先结合农业国际化的要求，结合吉林省的实际，确定了农产品标准化的基本原理，并以此为基本线索，展开本课题的研究工作。指出了农产品标准化的基本目的，同时创造性地提出了推行农产品标准化的基本形式。 本文通过广泛查阅文献资料和比较分析，进一步明确了农产品标准化(农业标准化)的概念。同时，总结了实施农产品标准化五个方面的意义：一是新阶段农业结构调整的本质要求，二是实现我省农产品与国际市场接轨的现实需要，三是我省农业产业化向纵深发展的重要环节，四是农业可持续发展的技术保证，五是农业执法的依据。 本文分析了国际上工业发达国家农产品标准化的发展概况，我国农产品标准化的发展历程、现状及一些先进省市农产晶标准化的实施情况；分析了吉林省主要农产品标准化的现状，揭示了吉林省在农产品标准化方面存在的无标生产、无标上市、无标流通，以及有标不依、执标不严的普遍性问题。详尽分析了在农业标准体系方面，在农产品的监管体系方面，在体制方面和在观念、习惯上，存在的方方面面的问题。 在对农产品标准化的方向充分理解和对现实问题深入分析的基础上，提出了吉林省农产品标准化的总体思路。并对建立和完善农产品质量标准体系；完善农产品质量检测、监测、检验体系建设；建立吉林省农产品质量认证体系；健全和完善农业标准技术推广体系；加强农产品标准化执法体系等五大体系的建设提出了现实的基本框架，／ 建立了农业和牧业综合标准体系表，明确了实施吉林省农产品标准化工作的指导思想 和发展目标。 本文还结合吉林省主要农产品标准化现状，给出了吉林省农产品标准化的保证措 施。即加强对标准化工作的组织领导；建立农产品标准化工作网络和管理体系：设立 农产品标准化的宣传普及渠道；运用标准化组织农业产业化经营；实行高起点、高标 准、高效益的采标原则；加强农产品标准实施的监督；加快农产品质量标准队伍的建 设；建立资金保障体系。更多还原

【Abstract】 With the development of the reform and opening-up, socialist marketplace economic system is being established and perfected step by step. Production management mode of agriculture and its industrial structure are deeply reforming; the stage based on shortage economy and quantity expansion had finished, the buyer marketplace has been overall formed, and the pattern between supply and demand of marketplace has fundamentally changed; agriculture is on the way to industrialization, market, internationalization and information; our agriculture and rural economy have entered a new stage. And new content and new challenge are added to this new stage after having joined in World Trade Organization. There come some new problems at once, major agricultural products of our province are inferior position in international competition. It has great disparity between quality and benefit and new market’s demands so it is very urgent to improve competitive power of agricultural products. It’s very important to build agriculture quality standards system which fit international market, strengthen management to agriculture quality standards and realize agricultural product standardization in Jilin province in order to fit the new stage of agriculture development, welcome WTO, speed up the pace of agricultural internationalization in Jilin province and make agricultural products in Jilin province suit the demand of international market in quality.On the basis of the severe situation in the new stage, this dissertation studies the agricultural product standardization in Jilin province. Firstly, determine the principles ofagricultural product standardization by demand of agricultural internationalization and realistic situation in Jilin province. And begin to research this task on the basis of the thread. Point out the basic aims of agricultural product standardization and put forward basic forms of agricultural product standardization.Determine the conception of agricultural product standardization by consulting, comparing and analyzing many materials. And point out significances of implementing agricultural product standardization in five aspects.Analyze the general situation of development of agricultural product standardization in developed countries, the present situation of our country, and some implementation situations in advanced provinces and cities. And analyze present situation of major agricultural products standardization in Jilin province, and it’s known that many agricultural products produce, sell and circulate without standards in Jilin province. When is faced with a grim situation to take operation without obeying standards and execute standards unstrictly.Based on fully understanding the direction of agricultural product standardization and seriously analyzing the present problems, the overall route of Jilin agricultural product standardization is raised. The paper also puts forward an achievable basic structure to found and perfect five agricultural product systems of the quality criteria, the quality inspection, monitoring and examination, the quality qualification, the standard technology and executive system. And the paper also poses the agriculture and stock standards system tables, and determines the guiding ideology and developing objective of Jilin agriculture productstandardization.Point out guarantee measures of executing agricultural product standardization by the situation of standards of major agricultural products in Jilin province, that is, to enhance the formation and direction of standardization, found the agricultural product standardizationnetwork and administration system, establish the propagation and popularization channels of the agricultural product standardization, and organize the agricultural industrialization management based on standards, adopt the high-start, high-standard, high-value standardization rules, supervise intensively the enforcement of the agricultural product standards, quicken the construction of the agricultural product quality standar更多还原
