基于城乡一体化的县级土地管理信息系统的建立及应用

【摘要】 本文回顾了LIS的发展历程及其现状，并在此基础上指出我国LIS目前存在的问题，特别是基于城乡两套分类体系上的土地利用信息系统存在的问题。通过对我国目前所采用的土地利用现状调查中土地利用类型分类体系和城镇地籍调查中城市土地分类体系的分析，指出两套土地利用类型分类体系并行的存在的问题，进而提出将两套分类体系融合为一，实现城乡一体化的新分类体系，使分类体系与土地管理基本大法《土地管理法》的三大类分类方法相一致，适应城乡土地统一管理的发展趋势，并满足数据共享的需要。 本文在新的土地利用分类的基础上，尽可能利用已有的土地利用现状数据库和城镇地籍管理数据库的前提下，论述了城乡土地一体化信息系统的建设方案。本系统不仅提供地籍信息，而且提供土地利用现状信息及相关的法律法规信息，实现管理系统和办公自动化的结合，系统的空间分析能力特别是模型分析能力更加强大。 没有数据库，系统就成了“无源之水，无本之木”，因此对系统数据库的设计和建立进行了深入的探讨。在实践的基础上，就空间属性数据的关系型数据库管理、模型分析与模型建立、建库中常见问题处理、建库精度控制的问题作了进一步分析。 最后，对全文作出总结并提出今后研究的方向。更多还原

【Abstract】 In this paper, both advantage and disadvantages of the current LIS are discussed on the basis of a carefully investigation to the past, present and future of this subject, especially of the LIS based on two land-use classify systems. By analyzing the present classify systems of land-use types and cadastral types, this paper illustrates some deficiencies of the two classify systems’ coexistence, so it is very necessary to combine the two systems into a new one, which can effectively integrate the management work on the country’s and urban’s land-use. The new unitary classify system will follow the fundamental regulation -"Land Management Regulation", suit to the developing trend, as well as meet the need of data-sharing.Based on the new land-use classify system, how the incorporate land-use information system to be established is discussed, which makes the most of the established database of land-use status and cadastre . This land-use management information system is combined with the Office Automation, it provides not only land-use status data, but also cadastral data. The spatial analysis function is more powerful than ever before.Without database, the system would be same as water without source, so design and establishment of the database is deeply discussed. On the basis of practice, more discussion are made about several topics, such as spatial and attribute data management based on RDB, processing ever-present problems in database establishment, insuring the accuracy of database.At the end, the text is summed up and the further study trend is pointed out.更多还原
