【摘要】 我国要加入世界贸易组织，必须签署《政府采购协议》，开放国内采购市场。推行政府采购制度是我国经济走向世界的必然要求。 政府采购制度在我国的建立和完善，是一个循序渐进的过程，我国有关政府采购的立法仍在不断的摸索和实践的过程中。本文通过对政府采购相关问题的阐述，借鉴发达国家和地区政府采购制度和立法中的经验，结合我国实际，分析我国部分地区进行政府采购试点工作中存在的问题，有的放矢的解决我国政府采购立法工作中所遇到的若干问题。本文旨在有助于进一步完善我国政府采购制度。更多还原

【Abstract】 If our country wants to become a number of WTO (World Trade Organization), it must sign the GPA (Agreement on Government Procurement) and open its domestic market for procurement .Therefore, carrying out the government procurement system is an inevitable requirement for Chinese economy to march to the world.In china the establishment and improvement of government procurement system is a step-by-step process since the legislation related to Chinese government procurement is still in the course of continual trials and practice. This article intends to solve certain problems that we will come across in the work of the legislation on our government procurement by means of the clarification of the relevant issues ,the drawing on the experience of the government procurement system and its legislation in advanced countries and regions, the association with our practical situation and the analysis of the problems that exist in those pilot areas for government procurement. However, this article aims for further improvement of our government procurement system.更多还原
