【Abstract】 In October 1998, American president subscribed famous S414 Act, <The Ocean Shipping Reform Act of 1998> which was modified from <The Shipping Act of 1984> and not a new act. The purpose of <The Ocean Shipping Reform Act of 1998> is to promote the growth and development of United States exports through competitive and efficient ocean transportation and by placing a greater reliance on the marketplace to further reduce government intervention; to encourage competition; to intensify control and discrimination to controlled carrier. By looking back development of American latter-day and modern marine policy and analyzing style and characteristic of American contemporary protective marine policy, the writer systematically compares and researches background, content and affection to maritime world between <The Shipping Act of 1984> and <The Ocean Shipping Reform Act of 1998>.
