事业机关干部一般管理能力素质评价研究

【摘要】 在力倡以科学管理“产出效率、速度和财富”的现实中国,建设一支具有主动适应社会发展需求能力的高素质的事业机关管理队伍,已是时代赋予的崭新使命。为促进我国事业机关管理人才资源的有效开发和合理利用,充分发挥事业机关管理活动的效能,本文就如何正确认识影响事业机关干部管理活动效率的自身因素,如何准确把握事业机关管理活动对管理者的素质要求,如何科学确立我国事业机关干部一般管理能力素质的评价要素等问题,进行了理论与实证分析相结合的研究。其主要理论观点和实证分析结论如下。 第一,一般管理能力素质,是以先天生理素质为基础,在教育、环境及实践锻炼的作用下逐步形成,并影响管理行为有效性的一种内在心理特点。综合性、稳定性、差异性和可塑性,是其基本特性。 第二,事业机关管理活动是一种人为的社会活动,它由管理认识活动、管理实践活动和管理评价活动组成。其中管理实践活动是核心和基础,它检验管理认识和管理评价的正确性,使观念形态的管理认识和管理评价的结果对象化、现实化,而管理认识活动和管理评价活动因管理实践活动而展开,同时又决定着管理实践活动的方向和内容,并影响管理目标实现的程度。 第三,事业机关干部作为事业机关管理活动的主体,“计划、组织、指挥、控制、协调”是其理应履行的基本职能。为此所决定,事业机关干部在管理活动中需扮演四种角色,即计划决策角色、沟通协调角色、组织控制角色和决策执行角色。事业机关干部要在管理活动中成功负起其角色职责,除需有良好的基础能力素质外,还必须具备由管理意识、管理策略、管理技能所构成的一般管理能力素质。 第四,事业机关干部一般管理能力素质的评价要素体系包括三个层面、10个要素,即管理意识、管理策略、管理技能三个层面,权威意识、责任意识、授权意识、协调意识、政策法纪意识、管理策略、计划决策、组织协调、管理控制和应变创新10个要素,是一个相对独立、彼此依存、相互影响的互动性结构体系。 第五,事业机关干部一般管理能力素质评价要素定位准确,各评价要素相互独立、内在逻辑清晰,评价要素体系结构科学合理,反映了事业机关管理活动对管理者一般管理能力素质的实际要求,具有较强的针对性,是问卷调查和实测验证的结论。

【Abstract】 In China, yielding efficiency, speed and wealth by scientific management is advocated, it is the new mission entrusted by the age that founding a troop with high quality that forwardly fit the required capability by the demand of society development for the management of cause machinery. For the purpose of accelerating the effective exploitation and reasonable utilization of managing talent resource in China cause machinery, adequately exerting the efficiency of the administrating activities by cause machinery, this thesis takes a theoretically and positively combined study on how to rightly knowledge the self factor that influence the efficiency of the administrating activities by cause machinery, how to truly master the demands on quality by the cause machinery administrating activities towards the administrant, how to scientifically establish the assessment elements of the cadre’s general quality of management capability in China cause machinery. The major theoretic viewpoints and positive analysis conclusion are as following: Firstly, General Quality of Management Capability(GQMC) is a kind of internal psychological character that takes congenital biology quality as the basis, gradually formed in the effect of education, environment and the practical exercise, and influence the efficiency of the administrating activities. Its basic features are integration, stability, otherness and plasticity. Secondly, as a kind of contrived social activity, the cause machinery administrating activities are composed by administrative acknowledge activities, administrative practice activities, and administrative assessment activities. The administrative practice activities are the core and basis, it verifies the correctness of administrative acknowledge and administrative assessment, and makes them evolved according to the administrative practice activities. At the same time, administrative acknowledge and administrative assessment determines the direction and content of administrative practice activities, as well as influence the realizing of administration object. Thirdly, as the subject of the cause machinery administrating activities, Cadres of Cause Machinery(CCM) should takes planning, organizing, directing, controlling and coordinating as the basic functions that he ought to perfonn. Determine by this, CCM needs to act 4 roles in administrating activities as the role of project and decision maker, the role of coordinator and communicator, the role of organizing and controlling and the role of decision executing. Fourthly, the assessment elements system of CCM’s GQMC includes 3 classes and 10 elements. The 3 classes are administrative consciousness, administrative maneuver and administrative skill. The 10 elements are the consciousness of authority, responsibility, entitling, coordination, policy and law, administration discipline, the administrative maneuver and the skill of making plan and decision, organizing and coordinating, managing and controlling, meeting emergency and innovating. Fifthly, it is the conclusion from the investigations of questionnaire and the prove of practical test that the orientation of the assessment elements of CCM’s GQMC is accurate, the elements are oppositely independent to each other, the internal logical relations are clear, the construction structure of assessment elements system scientifically reflects the practical demands of the cause machinery administrating activities towards GQMC of the administrant.
