【摘要】 在网络化的背景下，政府依法行政面临着许多新的问题，对于行政法的制定也提出了许多新的要求，行政法面临着两大趋势，本文将对此作逐一分析，并以政府对网络空间的管制问题为重点，来分析我国行政法现状和未来方向。一个趋势是控权强化的趋势，另一个趋势是行政权强化的趋势，这两种趋势是同时存在的，并且都有强化的倾向。在这样的网络背景下，网络空间政府管制对于网络的健康发展十分必要，因此制度的设计应该首先倾向于最终用户为出发点，我们需要对网络政府管制进行行政法研究，加强对之规范，本文对现存我国网络政府管制的缺陷进行分析，并提出自己对网络政府管制行政立法的观点。更多还原

【Abstract】 Abstract:In context of cyberspace development, government faces many new challenges and administrative law also must be readjusted to those challenges that can be described as two tendencies. One is that people check more on government抯 activity and the other is that government can control more on people抯 private things. Government抯 governance on cyberspace is crucial to the healthy development of Cyber.
