【摘要】 农业产业化是近几年来中国农村经济发展的热点。其核心是以市场为导向，农户为基础，龙头企业为依托，经济效益为中心，社会化服务为手段，优化配置农业资源与生产要素，建立新的利益保障机制，推动生产方式的根本转变。沿海发达省区的实践证明，农业产业化促使农业走上自我积累、自我发展、自我调节的良性循环的发展轨道，有利于推进农业现代化进程，使农业朝可持续方向发展。 河西是我省农业生产的重要基地，其生产水平与沿海发达省区相差无几，但农村经济发展相对滞后，如何改变这一现状是各级政府与技术部门面临的一大难题，为此，本文将研究河西农业高新技术发展与农业产业化，旨在为该区的农业升级转型提供理论依据、技术途径和思路框架。 本文对国内外农业产业化发展现状进行了比较研究，认为发达国家农业产业化的共同特点是农业生产水平提高到一定程度后，为进一步提高生产水平和经济效益，借用农业高新技术和强大的工业支持促使农业步入产业化发展轨道，其特征是高度现代化、规模化、专业化、信息化和机械化，农业产业化的基本思路是优先发展畜牧业、食品加工业，提高农业比较效益，带动农业摆脱弱质产业的困境；而我国农业产业化起步较晚，农业生产水平落后，工业基础薄弱，与发达国家相比农业产业化进程滞后，尚处于初级阶段，其任重道远，需在技术、管理和观念等方面有较大的突破。 河西是甘肃农业发展的重点区域，更是农业产业化发展的优势区域。通过深入调查研究和资料比较分析，本文提出近中期重点发展领域应放在啤酒原料生产、粮食生产、节水农业、设施农业及种子生产五大产业。文章进一步提出了农业产业化发展的途径、对策和建议。河西地区农业产业化开发途径应为：将河西建设成为具有西部特色的农业高新技术示范长廊，作为农业高新技术产业化的中试基地；充分发挥国营农场优势，将其作为农业高新技术产业化的技术源头；利用大专院校、科研机构优势寻求高新技术产业化新模式；启用农村能人促进物化农业高新技术的产业化，引导他们组建以运销为主体的联合经营的股份制企业集团，建立市场经济条件下农村经济运行的新机制。河西农业产业化发展的对策和建议是站在战略高度建设高起点的龙头企业；强化政府职能，加大宏观调控力度，依靠政府引导、推动农业产业化发展；增强科技意识，以科技促发展；坚持可持续发展战略，注重生态建设。更多还原

【Abstract】 AT (Agro-industrialization) is the hotpot of the Chinese rural economic development. The core of Al is following: guided by market, based on farmer, relied on country tap enterprise, means by socialized service, revolved with economic effect. Which excellently deploy agricultural resource and factor of production, construct the new mechanism of guarantee interest, and promote translation of mode of production. The practice of developed provinces in coastal area proved that Al make agriculture walk on the track of ego-accumulating. ego-adjusting and ego-developing benefit circle, and benefit advancing the course of agricultural modernization and developing to sustainable agriculture. Hexi area is the major base of agricultural production. The production standard hardly has no difference from developed provinces in coastal area, but development of the rural economy relatively behind. It is the problem at the front of all governments and technological departments, how to change the present station. So the thesis will study development of high agro-technique and Al in hexi area, the aim of which is providing the academic and technical basis and thinking frame for agricultural escalation. The thesis analyses the actuality of home and abroad Al, and think the common characteristic is to apply high agro-techniques and rely on industry, while the production standard reach certain degree, in order to further increase the production level of agriculture and it’s economic effect, and make agriculture follow in industrialization path. The features of Al are highly modernization, scalization, specialization, informationalization, and mechanization. The basic thinking of Al is prior develop animal husbandry and food processing industry, in order to increase agricultural compare effect and drive agriculture extricating from difficult position of weak industry. But Al of China start late and behind comparing from developed country, because of the behind production level and weak industrial base. So Al shoulder heavy responsibilities and demand great break in technique, management and ideas and so on in primary phrase. Hexi area is the important area of agricultural development and dominant region of Al. The thesis determine the key industry in the near future in hexi area by deeply investigation and study and compare analysis of data, which include beer raw production, food production, water-saving agriculture, installation agriculture and seed production. At the same time, the thesis further put forward the developing way, countermeasure and suggestion of Al. The developing ways of Al in hexi area are following.
