政府知识管理绩效评价研究

【摘要】 目前来看,在现代政府管理中,知识管理已成为政府部门人员关注的焦点,知识管理在政府提高执政能力的过程中起着关键性的作用。国内的一些政府部门已经开始实施知识管理,有效地知识管理可以提高政府的行政水平,提高执政能力等。所以对政府知识管理进行有效地评价也就有着非常积极地意义。首先,文章介绍了选题的背景,意义研究所使用的方法等,接着阐述了政府知识管理的内涵、特征和意义等,同时,参考国内外知识管理绩效评价的相关理论,提出了政府知识管理绩效评价模型,通过运用模糊德尔菲法,删除了那些相对不重要的指标,建立了政府的知识管理绩效评价模型。然后利用层次分析法,确定了模型一级指标和二级指标权重。最后,利用模糊综合评价法对某政府部门的知识管理绩效进行测评,验证了模型的可行性和有效性,表明该模型能够反映政府的知识管理绩效,具有一定的实用价值。本课题的研究落着点是政府知识管理的绩效评价问题,知识管理的最终目的是要通过对政府的智力资产的管理来使收益最大化,因而采取有效的手段对知识管理的效果进行度量是非常必要的。虽然知识本身是无形的,但它的价值可以体现在它对政府其他因素的影响上(如创新等);此外,知识的潜在的、真实的收益也可以通过政府绩效的改进来说明。对于政府知识管理的绩效评价问题,本研究的具体内容带有探索性质。当前知识管理得到了学界的认同和重视,但是关于知识管理的理论和框架众说纷纭,还没有形成对知识管理的系统研究。当然要进行知识管理绩效评价研究就必须对知识管理具有全面的了解,因此在研究过程中,试图在学术界现有的基础上,以理论框架的提出、分析和完善作为要点,强调把理论与实践结合起来,构建知识管理的整体逻辑结构,由此得到知识管理绩效评价的一个完整的基础理论平台,并在此基础上,拓展政府知识管理绩效评价研究工作本研究从理论分析人手,构建了政府知识管理绩效评价体系,在评价过程中探讨了组织实施知识管理对提高组织绩效的有效性,最后的实证部分完成了该评价体系的可操作性。

【Abstract】 In modern government management,knowledge management has beeome a focus coneerned by the government department staff. The knowledge management plays a key role,which the government improve its ability to process. Some of the domestie government departments have already implemented knowledge management. Effective knowledge management is helpful to improve the level of the government’s administrative and improve the ability to govern. So,the effective evaluation of government knowledge management has a very positive meaning.Firstly, the paper introduced the eonnotation and target of government knowledge management, refereneed relevant theories of knowledge management at home and abroad, ProPosed the government knowledge management performance evaluation model,and then through the usage of the method of Fuzzy DelPhi, it deleted the relative of the important indieators,set up government knowledge management performance evaluation modelrseeondly, It determined the weight of the in dieators by FuzzyAHP; finally, by using the method of Performance evaluation, ittested the government knowledge management, so it certifies the feasibility and validity of this method, and it showed that the model can reflect knowledge management Performanee of government and is valuable.The key problem of this study put on performance evaluation of government knowledge management,The ultimately intention of knowledge management is to manage the organic intellect capital and to get the most income,thus it is necessary to take the effective artifice and to measure the effect of knowlege management. Althongh the knowledge is invisible,its value may embody the other influence factors,such as innovation an so on. Furthermore,intellective potential and actual income may be explained via the amelioration of government performance.The work just has quest for the performance evaluation.Currently.knowledge management gained the self-identity and recognitiorubut opinins vary about the theory and frame of knowledge management Withou the system research on performance evaluation of knowledge management evaluating the performance of knowledge management need all-around comprehend the knoweledge management.During the research,based on the existing foundation,regard the advancing,analyzing and perfecting as point, emphasized to band together the theory and practice,made up the logic structure of knowledge management,and get one integrate basic theory roof garden of performance evaluation of knowledge management.Based on this,we stressed knowledge management performance evaluation.The study carried through apPlieation study and instance analyse, the work went along the Demonstration analysis to knowledge management and Performanee evaluation, Which validated the rationality and validity of index system, and the maneuverability of evaluating work.
