【摘要】 粮食安全问题是国家发展与安全战略的重要组成部分,历来为世界各国政府所重视。河南省的粮食生产既要满足本省居民的生活、增收和发展的需要,又要为国家发展做出贡献,因而在全国具有举足轻重的特殊地位。河南省粮食发展如何克服“人口一资源—环境”的压力,在保证粮食生产者获得较好收益的同时,使粮食大省实现奔小康、构建和谐社会目标,一直是社会关注的焦点和难点。在中原经济区建设背景下,河南省粮食问题更显突出。本文采用文献收集、分类归纳、对比分析和实证研究的方法,着重从中原经济区稳粮促农问题探究,提出中原经济区建设中稳粮强农的政策建议以及深化农业经营体制改革,稳定提高粮食综合生产能力。首先本文研究了中原经济区建设中农业发展现状和存在的问题,并且对出现的问题进行了原因分析；阐述了稳粮强农对中原经济区建设的必要性；探讨了工业化和城镇化发展可能对农业和粮食造成的影响；最后提出推动中原经济区建设中稳粮强农的基本对策。为中原经济区建设中的稳粮促农问题研究总结出一些可借鉴之处,以期能够为中原经济区建设中的稳粮促农问题研究提供必要的理论基础和指导。更多还原

【Abstract】 Food safety issues are an important part of the national development and security strategy, Has always been attention by governments around the world. In henan province should not only satisfy the people’s life, the province of grain production increase and development needs, and to contribute to national development, and therefore has a very important special status in the country. Grain growth in henan province how to overcome the population-resources-environment pressure, in guaranteeing food producers to obtain better benefits at the same time, make up a big province of grain to realize, the construction of a harmonious society goal, has always been a social focus and difficulty. In the central plains economic zone construction background, the henan province food problem more prominent.This article USES the literature collection, sorting, induction, comparative analysis and empirical research method, emphatically from the central plains economic zone food to promote agricultural issues to explore, in the construction of the central plains economic zone of stabilizing grain policy advice, and we need to deepen the reform of agricultural management system, stable expand overall grain production capacity. First put forward in the central plains economic zone construction agriculture development present situation and the existing problems, and analyzes reasons for the existing problems; Expounds the central plains economic zone construction is the first principle of stabilizing grain; Discussed the industrialization and urbanization development may be the effects on the agriculture and food; Finally put forward to promote the central plains economic zone.construction of stabilizing grain basic countermeasures.
