安庆市城投公司发展战略研究

【摘要】 国有城市建设投资公司(简称“城投公司”)是应当时新一轮政府投融资体制改革而诞生的,国务院要求地方政府不可直接参与城市基础设施建设,通过成立公司来承担城市建设投融资等相关职能。目前,全国各大城市的城投公司,大部分是不具备盈利能力的,属于事业单位或国有独资公司,是带有政府性质的特殊市场经营体,没有实体和实际的资产,凭借政府注入的资产、股权或财政拨款来举债融资,为地方城市基础建设筹集资金。自2010年6月以来,国家相继发布了(国发[2010]19号)、财预[2010]412号、发改办财金[2010]2881号、国土资发[2012]162、财预[2012]463和银监发[2011]34号以及银监发[2012]12号等一系列文件,对全国的国有城投公司等投融资平台提出了清理和分类的要求,逐步加大对国有城投公司的债务监控和管控的力度,控制地方政府的违规融资。本文首先对安庆市城市建设投资发展(集团)公司进行了外部环境阐述,包括宏观环境分析、中观环境分析和行业环境。系统地分析了政策法律环境、宏观经济环境、地方经济和行业等现实情况;描述了安庆市城市建设投资发展(集团)公司的内部环境,包括公司的历程沿革、治理结构、组织结构、人力资源、运营情况以及财务状况等进行了全面的分析。在内、外部环境分析的基础上,归纳出安庆市城市建设投资发展(集团)公司发展的机会与威胁,优势与劣势,构建了SWOT分析模型。通过SWOT综合分析,得出安庆市城市建设投资发展(集团)公司拟采取的战略。综合上述分析,本文系统、深入地研究了安庆市城市建设投资发展(集团)公司的发展方向和战略定位,确定了安庆市城市建设投资发展(集团)公司的总体战略目标和具体规划,明确提出了安庆市城市建设投资发展(集团)公司发展战略。本文最后从政策保障、组织结构、投融资保障、人力资源管理和企业文化五个方面提出了具体的应对措施,确保公司战略的实现。

【Abstract】 State-owned urban construction investment company (hereafter referred to as city investment company) is born out of the new round of government investment and financing system reform in which the state council urged local governments through the company to undertake the relevant function such as Urban construction investment and financing rather than involved in involved in the construction of urban infrastructure directly.Most of the city investment companies in China nowadays belong to the business unit or state owned company which is not the company with profit ability but is the particular market management with the nature of the government. The company owns no physical and actual assets run depend on the government injection of assets, equity or funding to debt financing, raising money for local urban infrastructure.The country successively issued a series of documents such as the issue on strengthening the local government financing platform company management no.19in2010by the state council since June2010so as to make more demands of financing platform like state-owned investment company as well as step up monitoring and control for the debts of state-owned city investment company to control the violation of local government finance.The article focuses on the outside environment of Anqing city urban construction investment development (group), including macro environment analysis, medium environment and industry environment, systematically analyzed the reality of the macroeconomic environment, industry of the regional economy policy legal environment, etc.The article, including company in the course of evolution, corporate governance, organizational structure, human resources, operations and financial condition, describes the internal environment of the Anqing city urban construction investment development (group).The article induces the opportunities and threats, advantages and disadvantages as well as builds the SWOT analysis model of the Anqing city urban construction investment development (group) corporation based on the analysis of the external environment. Then conclude that the urban construction investment development (group) company strategy by comprehensive analysis of SWOTOn the basis of the above analysis, this paper studies the company’s development direction and strategic positioning of the Anqing city urban construction investment development (group) deeply and systematically. Determine the overall strategic objectives and detailed planning of the company to put forward the company development strategy explicitly.The article brings forward some concrete solutions to five aspects, including the policy support, the organizational structure, the investment and financing support, the human resources management and the enterprise culture, as proposed to ensure the strategic purpose of the company.
