【摘要】 当前,我国正处于“全面建设小康社会决定性阶段”,一方面经济建设取得了巨大的成就,但另一方面,社会矛盾凸显,特别是“无直接利益冲突”群体性事件的出现,成为了影响社会稳定的重要因素。由于它在影响范围、治理难度上都超越了传统的物质利益冲突群体性事件,是对党的执政能力和执政地位构成挑战的冲突事件,因此,提升党和政府对社会矛盾的管理能力,增强对“无直接利益冲突”群体性事件的治理能力,是加强党的执政能力建设,提高政府社会管理水平的重要课题。本文把“无直接利益冲突”群体性事件的演变发展看作一个动态的流程,对其演进流程中的变量因素进行分析,认为“无直接利益冲突”群体性事件的产生是不同层次原因综合作用的结果。诱因是涉及少数人物质利益的冲突事件,但究其根本仍然是由物质利益矛盾引发的,即根本原因是社会转型过程中的利益结构失衡,社会不公平感是无直接利益相关者能够被动员参与到事件中的直接原因,利益表达机制的不健全是“无直接利益冲突”群体性事件产生的重要变量。针对以上原因分析,本文提出对“无直接利益冲突”群体性事件的动态治理机制,通过构建利益结构平衡机制,从根本上化解社会矛盾；构建化解社会不公平感的社会心理机制,化解产生“无直接利益冲突”群体性事件的社会心态；完善利益表达机制,消除“无直接利益冲突”群体性事件发生的制度缺失；建立社会矛盾预防和应急管理机制,降低“无直接利益冲突”群体性事件发生的可能性和造成的危害损失。更多还原

【Abstract】 At present, our country goes into the critical period of building a well-off society in all-round way. While economic construction has made great achievements, the social contradictions, especially "the indirect interest conflict" mass incidents became a serious problem which goes against social stability. Because of its coverage is wide and its treatment is difficulty, even value conflict is involved, it is the type of mass incidents which has challenged the Party’s ruling position and accomplishment of ruling commission. Therefore, to improve the ability of management to the social conflict, to enhance the "indirect interest conflict", is urgent request of ruling Party’s ability construction and improving government social management.With a dynamic view, we saw "the indirect interest conflict" mass incidents as a dynamic process, analyzing the factors in the process of evolution."The indirect interest conflict" mass incidents is a combination of different factors. Incentives to minority interests conflict events, but the fundamental reason is caused by the conflict of material interests, which is the fundamental reason for the imbalance in the structure of interests in the process of social transformation, social unfairness is indirect stakeholders can be mobilized to participate in the direct cause of events, the deficiency of benefit expression ways is a significant variable of "the indirect interest conflict" mass incidents.According to the analysis of the above reasons, this paper presents a dynamic management mechanism of "the indirect interest conflict" mass incidents, through the construction of structure of interests balance mechanism, resolve social conflicts fundamentally resolve social psychological mechanism; construction of social unfairness, resolve "the indirect interest conflict" mass incidents; improve the benefit expression mechanism, eliminate the "lack of system the indirect interests conflict" mass incidents happen; the establishment of social conflict prevention and emergency management mechanism, to reduce the possibility of " indirect interest conflict" mass incidents occur and damage caused by.更多还原
