【摘要】 所谓“郡县治,则天下安”,县域经济的稳定和发展对于国家的稳定和发展起到非常重要的作用。因此,促进县域经济的发展,已受到前所未有的关注和重视。在刚刚结束的十八大政府工作报告中,发展了十七届三中全会以来的县权改革思想,又一次明确提出优化行政层级和行政区划的设置,有条件的地方可适当探索省管县体制的改革,将正在稳步推进的省直管县财政体制改革,进一步提升到行政体制改革层面。目前,在全国大部分地区已经进行的初步的省直管县体制改革的探索并取得了一些成效,但在改革推进的过程中,也面临着一些问题,省直管县体制改革主要涉及到政府层级的调整,政府层级的调整势必与府际关系有着内在的联系。因此,从府际关系的视角研究省直管县体制改革有着非常重要的意义。以府际关系为研究视角,本研究认为省直管县体制改革是省、市、县级政府间关系的重大改革和利益调整,省直管县体制改革带动政府间关系的整体性变化,包括政府间横向和纵向关系的变化。从纵向上来说,省直管县体制改革改变了行政层级,由原来的省—市—县三级政府转变为省—市、县两级政府,降低了行政成本,提高了行政效率；从横向上来说,省直管县体制改革符合扁平化的管理模式,但会造成省的管理幅度增加,市县之间的竞争将会更加激烈,,矛盾激化。本文将省直管县体制改革作为调整政府间关系的契机,利益是影响政府间关系协调的核心。本文利用府际关系理论从权力关系、利益关系和行政关系等方面分析省直管县体制改革过程中省、市、县政府间关系的现状及省直管县体制改革推进的制约因素。认为财权事权不匹配、扩权放权不到位、职责权限不匹配、行政区划不合理等因素是影响政府间关系的主要因素。因此,本文提出在省、市、县三级政府之间建立：权力上的协商合作机制；利益上的利益共享与补偿机制以及行政上的权力约束机制。更多还原

【Abstract】 "County governance, is the world", The stability and development of the county economy play an important role in the world. Therefore, It is significance to study County managed by province directly from the Angle of the international relations.With the intergovernmental relations as a research perspective, this thesis think that the county system reform is a relationship adjustment between provincial, city and county governments, The county system reform directly drive the intergovernmental relations integrity changes, including in horizontal and vertical relationships between the governments. From the vertical, County managed by province directly reduces government levels, from the province, city, county government levels to province, city and county two levels of government, reduces administrative costs, improves the administrative efficiency. From the horizontal, County managed by province directly conforms to the flat management model, but reduces to the province of management increased, the competition among cities and counties will be more intense, contradiction intensified.In this article, we will made the County managed by province directly can be a opportunity to adjust the relationship between the government. Interests is the core of the coordination relationship between affecting governments. Based on the international relations theory from the aspects such as power relationships, Interests and administrations relations analysis the present situation and restriction factors.
