【副题名】以东、中、西部六省（市）综合档案馆测评为例

【摘要】 随着我国社会政治经济的迅速发展,档案事业也蒸蒸日上,国家综合档案馆向公共档案馆转型已成为社会发展的趋势。然而,综合档案馆在转型过程中也不可避免暴露出一些问题,同时,不同地域的省(市)综合档案馆的公共性程度也有所差异。本文运用德尔菲法建立了省(市)综合档案馆公共性测评体系,以东(北京市、江苏省)、中(湖北省、河南省)、西(山西省、甘肃省)部六省(市)综合档案馆为研究对象,借鉴现有研究成果,运用可比性原则,采用网络调查法、实地调研法、专家调研法和比较研究法,对六省(市)综合档案馆的公共性程度进行测评和分析,总结各省(市)综合档案馆向公共档案馆转型中的特点,指出不足,为促进我国综合档案馆的健康发展提供参考。全文分为四个部分,第一部分,探讨选题的背景和意义,阐述国内外研究现状,自己运用的研究方法及论文的创新与不足之处。第二部分,构建我国省(市)综合档案馆公共性测评指标体系,对构建进行说明,包括构建的原则、意义和测评方法。设置测评指标,依据专家调研法确定权重,建立测评指标体系。第三部分,对六省(市)综合档案馆公共性现状进行测评,从整体与个体两个角度分析和总结各省(市)综合档案馆在向公共档案馆转型中的特点,指出存在的不足之处。第四部分,对存在的不足之处进行分析,提出相关建议,并对我国综合档案馆的未来发展进行展望。更多还原

【Abstract】 With a rapid development of social and political economy, archives business is booming, and makes a transition that national comprehensive archives tend to become the public archives. However, comprehensive archives exposed some problems inevitably in this process. It seems that provincial comprehensive archives’degree of publicity are various in different regions. In this paper, the author uses the Delphi method to establish an evaluation system of the publicity on comprehensive archives assessment. This system takes the east region (Beijing and Jiangsu province), the middle region(Henan province and Hubei province), and the west region(Gansu province and Shanxi province) as research objects. Moreover, referring to existing research results and comparability principle, using the network survey, field investigation method, expert investigation method and comparative research, this paper evaluates and analyses the degree of public of provincial comprehensive archives. Based on this analysis, it summarizes characteristics, identifies problems and promotes a healthy development of the comprehensive archives in our country.This thesis consists of four parts:Parti, it studies the background, the significance, the methods of the topic and the innovation and weakness. Part2, the article describes public evaluation index system of comprehensive archives built in our country, including meaning, the principle and evaluation method. It sets up indicators, basing on the expert investigation method and establishing public evaluation index system of the provincial comprehensive archives. Part3, by evaluating and analyzing the six provincial comprehensive archives public status, this paper summed up the characteristics of the provincial comprehensive archives in transforming to public archives from two aspects and points out existing shortcomings. Part4, this article summarizes and analyses its existing insufficient, provides related suggestions, and prospects the future development of comprehensive archives in China.更多还原
