【摘要】 BT模式作为一种新型投融资建设模式,在高速公路建设中的应用推广对于加快公路建设步伐、提升交通设施服务能力和水平具有重要的推动作用和现实意义。本文通过对巩登高速公路BT项目的应用研究,对巩登高速BT模式的管理体制、组织模式、目标控制、风险管理等进行了全方位的分析和规划,并通过工程实践总结了有推广价值的经验与启示。通过工程实例的分析研究,论文在高速公路建设BT模式宏观政策、运营模式选择、全过程组织管理、合同各方信息沟通等方面给出了有益的结论和建议。论文研究结论揭示了许多在实践中需要重视和把握的问题与重点,也进而由此提出了完善高速公路BT项目管理的政策建议,为BT模式的推广应用提供支撑和保障。更多还原

【Abstract】 BT model as a new financing construction mode has been applied and polularized in highway construction,which has an important promoting role and practical significance in speeding up the pace of high road construction and enhancing the ability and level of transport facilities.In this paper, Gong Teng-highway BT modle is planed and analyzed through the applied research on Gong Teng-highway BT project in all domains, including Management system, Organization model, Target control and Risk management. Furthermore,some related experiences and enlightenment worth to promote are summarized in engineering practice.By the study and analysis of engineering examples, this paper gives useful conclusions and recommendations in the aspects of the highway construction BT mode,such as macroeconomic policy, operation mode selection, the whole process of organization and management, information communication of parties to the contract,etc.The paper conclusion reveals some problems and emphasis which should be focused on and grasped in practice,thus policy recommendations to improve the management of highway BT project are proposed,which provide support and protection for the promotion and application of the BT model.更多还原
