成都市城乡教育一体化研究

【摘要】 成都市从2003年开始探索城乡教育一体化的发展模式,“全域成都”教育统筹发展理念得以确立。自2009年成都市作为我国统筹城乡教育综合改革实验区以来,这为深入推进城乡教育一体化提供了一个更高的平台,而如何科学有效地评价城乡教育-体化现状显得至关重要。因为,通过开展评价有助于把握成都市城乡教育一体化的现状、找出推进过程中的制约因素和薄弱环节,从而提高统筹城乡教育政策的针对性。本文以城乡教育一体化为主线,从阐述城乡教育一体化的基本理论入手,希望能够全面掌握城乡教育一体化的脉络。以建立城乡教育一体化评价指标体系为目的,根据对城乡教育一体化的内涵、目标的理解和成都市发展的实际,构建起由城乡教育机会一体化、城乡办学条件一体化、城乡教师队伍建设一体化、城乡教育经费一体化和城乡教育质量一体化5个准则层指标和19个指标指标层指标组成的成都市城乡教育一体化评价指标体系。据此,运用层次分析法,根据被访问专家对判断矩阵的两两比较赋值,再经过一致性检验以后,计算出指标体系的权重并进行排序。最后,运用模糊综合评价方法对2012年成都市城乡教育一体化现状进行评价,得出成都市城乡教育一体化处在较好阶段的结果。

【Abstract】 Chengdu has been exploring the mode of the development of the integration of urban and rural education since2003, and established the concept of "Global Chengdu". Been a comprehensive reform experimental area in china since2009, Chengdu has provided a higher platform to promote the integration of urban and rural education, at the same time how to evaluate the level of the development of integration of urban and rural education scientifically and effectively becomes crucial. Because, the conduct of the evaluation helps to grasp the development situation of the integration of urban and rural education in Chengdu, to identify development constraints and weaknesses, to improve urban and rural education policy relevance.This paper regards the integration of urban and rural education as the main line,starts from the introduction of the basic theory of integration of urban and rural education, hopes to be able to fully grasp the context of the integration of urban and rural education.To establish evaluation index system of integration of urban and rural education is the purpose.Built up5quasi side layer index and19indicators index indicators of evaluation index system of the integration of urban and rural education opportunities, integration of urban and rural educational condition, the integration of urban and rural teachers team construction, integration of urban and rural education funds and the integration of urban and rural education quality based on the understanding of the connotation, goals and tasks of the integration of urban and rural education.Calculates the index weight scientifically by using hierarchical analysis method and according to expert judgment of matrix, then through consistent check to calculate the weights of the index system and sorting. Finally, using the fuzzy comprehensive evaluation method to evaluate the integration of urban and rural education in chengdu, and concludes that it is in a better stage of development.
