成都主城区居家养老服务完善与推广策略研究

【摘要】 为了进一步推进成都市居家养老服务的发展,探求如何扩大居家养老服务覆盖范围,本文通过梳理成都市以及金牛区居家养老服务的相关政策文件,在明确当前政府部门在居家养老中发挥什么作用、有什么具体政策措施的基础上,分析了金牛区居家养老服务主体、服务对象、服务人员、服务方式、服务内容等方面的问题,提出了成都市主城区居家养老服务发展可以参考的思路和策略以及今后发展中应该注意的方向和问题。通过调查发现,当前金牛区居家养老,在老人需求及满意度方面,居家养老老人评价较高,但没有参加社区居家养老的对居家养老认识不足,存在居家养老潜在需求不足与现有需求无法被满足的问题;在居家养老服务方面,仍然有很大的发展空间;通过走访考察黄忠街道助老之家的运作模式和服务内容,本文认为它已经在没有被大家意识到的情况下,提供了真正的居家养老服务,应该在进一步规范的基础上加以推广运用。针对问题,主要从以下方面尝试探索成都市居家养老今后发展的策略安排:一是进一步明确居家养老参与主体的功能与责任;一是从政府的角度出发,寻求成都市居家养老一体化的制度安排,借鉴营销的观念,从服务理念、品牌管理、宣传推广等方面入手,由政府部门统一管理,树立居家养老良好的社会形象、提高居家养老社会感知度与认知度;一是通过服务对象公众化、供给方式多样化、服务主体多元化、服务水平层次化、服务内容实用化等服务“五化”,扩大居家养老覆盖范围、促进居家养老服务市场化、专业化发展,寻求居家养老更广阔的发展空间;一是制定风险防御机制,保障居家养老可持续发展等。

【Abstract】 In order to further promote the development of the ChengDu home-based care, to explore how to expand the service coverage of it, this paper made the following work: reviewed the related policies of ChengDu govements to make sure the governments functions; analyzed the substance of JinNiu district such as who deliver what services to whom in which way, etc; pointed out some reference ideas and strategies and the future developing direction and problems which should be paid attention to.Through surveys, this article found that the services of home-based care of JinNiu district received the greatest satisfaction of the olders who has taken part in it; but those who did not participate in the home-based care of community were not sure what it is, and most of them have never heard about it; potential demands were insufficient and existing needs cannot be satisfied; there are still a long way to go at the part of services in the future; the pattern of ZhuLao of HuangZhong street is a better mode of the home-based care, etc.To solve those problems and make a good future of the home-based care of the city of ChenDu, this paper argues that further clarificiation are needed to make sure the function and responsibility of all participants; secondly, setting up a integrative system from the view of government, under the charge of authority, improving the social perception and building good social images of the services of the home-based care for aged through the concept of marketing, such as service idea, brand management, promotion, etc; thirdly, to serve for the public not only parts of them, to diversify the supply modes and services, to make hierarchical of service, and to supply practical services are basic requirements for the sake of building a marketized and specialized service system of home-based care for aged; fourthly, making risk defense mechanism to guarantee the sustainable development of family endowment, etc.
