【摘要】 随着社会主义市场经济体制的确立及政治民主化进程的推进，公民素质已成为社会发展的重要保障。大学生作为社会的重要群体，提升其公民素养，使之具有现代公民理念，是高校公民教育根本所在。高职教育作为高等教育制度中的重要组成部分，肩负着培养技能型人才的重任。但随着社会的发展，企业对技能型人才的要求越来越高。除强调对专业知识和技能的要求外，还增强了对责任意识、诚信意识、法律意识等方面的要求。这些正是高职学生所欠缺的，也是公民意识缺失的表现。解决这一问题已不是传统的思想政治教育所能完成的，它需要加强高职院校学生公民意识教育。本文以高职学生的高离职率作为切入点，从高职学生公民教育的现状入手，发现存在的问题，深入分析了造成这些现状的原因，并提出了相应的切实可行的改进措施：包括国外经验借鉴，政府主导，高职院校公民教育的体系构建、教学方法的改革、教学内容的创新以及社会的情感教育等多方面，其中：第一部分：对公民及公民教育的概念进行界定，明确公民教育的目标及任务，进而论证了高职院校进行公民教育的必要性。第二部分：深入调查高职学生公民教育的现状，发现其存在问题，并从多方面进行细致分析，为高职院校公民教育改革提供理论依据。第三部分：解决问题，从政府、高职院校和社会三方面入手，提出高职院校公民教育的改进对策及实施途径。更多还原

【Abstract】 Along with the establishment of the socialist market economic system and thepromotion of the process of political democratization, citizen quality has become animportant guarantee for social development. Promoting college students’ citizenaccomplishment to have the concept of modern citizenship, who is an important groupin the society, is the fundamental of the college citizenship education. As an importantpart of higher education system, higher vocational education takes up the heavyresponsibility of cultivating skilled talents. However, with the development of society,the enterprise has the increasingly high demand for skilled talents. Besides the emphasison professional knowledge and skill requirements, but also enhance the sense ofresponsibility, good faith consciousness, legal consciousness and other requirements.These are vocational college students’ lack, and show the lack of civic awareness. Thetraditional ideological and political education cannot solve the problem, which needs tostrengthen citizenship education in higher vocational colleges.The paper takes the high turnover rate of vocational students as a point, starts fromthe present situation of higher vocational students’ citizenship education, finds theexisting problems, analyses the causes of this situation thoroughly, and also putsforward some feasible improvement measures accordingly, including the foreignexperience, the government leading, citizenship education system construction in highervocational colleges, teaching method reform, the innovation of teaching contents, socialemotional education and other aspects.The first part defines the concept of citizenship and citizenship education, clearsgoals and tasks of citizenship education, and demonstrates the necessity of citizenshipeducation in higher vocational colleges. The second part investigates the the present situation of vocational collegestudents’ citizenship education, finds the existing problems, and has a detailed analysisfrom multiple aspects, which is to provide a theoretical basis for the citizenshipeducation reform in higher vocational colleges.The third part solves the problem from three aspects of government, colleges andthe society, and puts forward the improvement countermeasures of higher vocationalcolleges and the ways of implementation of citizenship education.更多还原
