【摘要】 近年来，随着我国城市化进程的加快，人口剧增、住房紧张、交通堵塞、资源紧缺、环境污染、城市特色匮乏等城市问题日渐凸显，我们将面临社会、经济、环境、资源等多方面的压力。建设宜居城市，是实现城市可持续发展的重要途径，为城市诸多问题的解决提供了一种科学的参考模式和切实可行的建设思路。中国城市政府是宜居城市建设的主要推动者，在宜居城市建设中发挥了重要作用并有效地推动了我国宜居城市建设。然而，我国宜居城市建设还存在种种问题，为有效解决这些问题，迫切需要优化城市政府在宜居城市建设中的一些行为。苏州市是我国主要的宜居城市之一，在宜居城市建设中积累了丰富的经验，同时也面临严峻的挑战。本文以苏州市为例，对如何优化宜居城市建设过程中的政府行为进行分析。本文首先对宜居城市、政府行为相关概念、理论进行了阐述，明确了宜居城市建设过程中政府行为的研究意义。其次，从生态、文明、安全、便捷四个方面对苏州市宜居城市建设现状进行分析，并指出苏州市宜居城市建设面临的挑战。再次，以苏黎世、温哥华、新加坡、上海、大连、青岛为例，从政府行为的角度对国内外宜居城市建设现状进行分析。在此基础上，提出宜居城市建设过程中优化政府行为的对策。更多还原

【Abstract】 In recent years, with the acceleration of urbanization, some problems appear. Theseproblems include the explosion of population, the tension of housing, the congestion oftraffic, the scarcity of resources, the pollution of environment, the lack of city featuresand so on. We are facing many pressures from society, economy, environment andresources. However, the construction of the livable city is the way to achieve thesustainable development of the city. It also offers a scientific reference pattern andfeasible mind to solve these problems.The city governments are the main promoters to the construction of the livable city.They have given play to important functions in the construction of the livable city andpromote the construction of the livable city effectively. However, there are also someproblems in constructing the livable city. In order to solve these problems effectively,some behaviors of the governments in constructing the livable city are needed. The citySuzhou is one of the main livable cities in our country. This city has accumulated greatexperiences in the construction of the livable city. Meanwhile, it has also faced somechallenges. This thesis takes Suzhou as an example to analyze how to optimize thegovernment behavior in the construction of the livable city.Firstly, this thesis narrates the related concepts and theories of the governmentbehavior. It clearly describes the research meaning of government behavior in theconstruction of the livable city. Secondly, it analyzes the present situation ofconstructing the livable city–Suzhou from environment, civilization, safety andconvenience. This thesis points the challenges of constructing the livable city Suzhou. Thirdly, this thesis takes Zurich, Vancouver, Singapore, Shanghai, Dalian and Qingdaofor examples, from the perspective of the government behavior to analyze the presentsituation of constructing the livable city both at home and abroad.
