【摘要】 新型农村社会养老保险作为中国社会保障制度的重要组成部份,在制度上实现了农村居民“老有所养”的历史突破。广州市作为国家中心城市之一,虽然在现代化进程中取得了巨大成绩,但不可忽视,严重的老龄化趋势及城乡二元结构矛盾的问题亦存在。C市作为广州市管辖的县级市,老龄化问题突显,农村居民占七成多,随着城镇化的发展,越来越多的村民失去了赖以生存的土地,加上计划生育的影响,土地养老和家庭养老功能趋于弱化,村民养老问题尤为突出。本文作者曾工作在推行新型农村社会养老保险的第一线,对于新型农村社会养老保险中存在的问题,认识比较清晰,对于解决问题的必要性及对策有一定的构想,这是完成本文的动力所在。在实践的基础上,为全面深刻了解全市的农村养老保险情况,设计了调查问卷,进行了分层抽样调查。通过实地访谈,了解了政策制定层面、执行层面、镇村干部及村民对新型农村社会养老保险推行过程中存在的看法、问题、建议等情况。通过文献研究,了解了本领域的国内外研究现状,有所侧重地重点研究了关系到新型农村社会养老保险可持续发展的若干问题,具体包括参保缴费的质量、养老待遇的确定与调整、养老基金的增值保值等。对广州市C市实施新型农村养老保险进行深入的调查研究,综合了所掌握的大量的第一手资料,对C市新型农村社会养老保险制度变迁情况进行了总结、对农村居民参保意愿、满意度、性别、参保档次、文化程度等情况进行了统计分析,对组织宣传、实施效果进行了评估,对财政支撑能力进行了测算。以村民历史缴费情况作佐证,深入挖掘数据背后问题的本质。就村民参保缴费、养老基金增值、被征地村民养老保险资金分配落实和等问题分析其原因并提出了对策。设计了农村社会养老保险待遇动态调整模型组,构建比较科学合理、可操作的动态调整机制。通过丰富、完整的个案研究,总结C市实施新型农村养老保险的经验与不足,有针对性地给予建议,应该能对其他地区提供较有价值的参考。更多还原
