【摘要】 当前,党和国家高度重视“三农”问题。自2004开始,党中央连续十年发布的一号文件都是关于“三农”问题的。去年党的十八大报告再次指出,“三农”问题是当前全党工作的重中之重。“三农”问题之所以如此重要,在于其不仅是贯穿于中国现代化始终的基本问题,而且还关涉到中国的工业化、城镇化、农业现代化、共同富裕、以人为本、可持续发展等中国社会发展的一系列重大问题。“三农”问题中,农民问题处于最核心的地位。可以说,中国特色社会主现代化模式的“中国特色”就是由中国现代化和中国农民共同构成的。其中,农民问题是中国特色社会主义现代化结构各基本关系的关系维系。在建设社会主义和谐社会、社会主义新农村的大背景下,作为新时期农民问题的一种新的表现形式,农村征地群体性事件影响由于其牵涉土地、农民等核心要素,行为方式激烈,妨碍社会稳定,容易成为备受社会瞩目的焦点问题。笔者认为只有将农村征地群体性事件真实还原为现代化进程中的农民问题才能抓住现代化结构失衡这一问题的实质。因此,首先,从农村征地群体性事件的概念、特征、功能出发,从行动主体、行动诉求两个方面论证现代化进程中农村征地群体性事件的农民问题的本质属性。其次,运用现代化理论厘清了现代化进程中农民问题与现代化进程之间的关系,明确了农民问题是现代化结构的关系维系这一关键问题,进而对农村征地群体性事件的根源——现代化结构失衡进行了系统分析。最后,针对农村征地群体性事件这一农民问题新时期新变化的表现形式,根据中国基本国情,对治理农村群体性事件进行了尝试和探索：在批判传统的技术性治理思路的同时,提出构建农村征地群体性事件的科学治理思路的关键点；提出从政府惠农政策实施、农村公民社会建设、解放土地三个方面进一步完善农民问题消解的必备条件,从而实现农村征地群体性事件的最终治理。更多还原

【Abstract】 At present, the Party and the Nation leaders attach great importance to the problems about Agriculture, Rural areas and Peasantry. From2004to2013, the Central Party Committee published No.1about the three dimensional rural issues for ten consecutive years. The three dimensional rural issues have been the top priority work of the Party currently. The three dimensional rural issues are so important that they are not only basic questions throughout the course of the China modernization, but also relate to a series of major issues, just like development of China’s industrialization, urbanization and agricultural modernization and common prosperity, people-oriented and sustainable development of China’s social development. Peasant problem plays the core role in the three dimensional rural issues. China’s modernization and the problem of Chinese farmers constitute "Chinese characteristics" of the Chinese characteristic socialist modernization model, and the farmer question has become connection among the basic relations of the modernization structure of socialism with Chinese characteristics. Under the background of the construction of a harmonious socialist society and a new socialist countryside, the influence of "land requisition mass incidents" due to its core elements such as land, farmers involved, violent behavior, interferes with social stability, as a kind of new form presents peasants’issues in the new period, easily attaches large society attention.The author thinks that, only the real reduction of rural land requisition mass incidents in the process of the modernization, will peasant problem capture the essence of modern structural imbalances in the problem. Therefore, the article firstly embarks the concept, feature and function of rural land requisition mass incidents; demonstrates the essential attribute of farmer issues of rural land requisition mass incidents from two aspect of action subject, demands in the modernization process; Secondly, using modern theory to clarify the peasant problems in the modernization process and the relationship between the modernization process, and then clarifies the relationship between famer’s problem is the key issue of modern structure, systematically anglicized the root of rural requisition incidents:imbalance of the structure of modernized structure. Finally, in view of form presents farmer issues of rural land requisition mass incidents in the new period, according to China’s basic national conditions, carrying on some attempt or exploration:the author could put forward the scientific management key concept of constructing rural land mass incidents, while criticizing the traditional technical management train of thought. Put forward the essential condition of the peasant problem resolution from the government’s policy implementation, the construction of civil society and the liberation of land from three aspects, so as to realize the end governance of rural land mass incidents.更多还原
