【摘要】 对于燃气企业而言,运营安全是企业赖以生存的基础。企业能否安全平稳运营,关系到企业的社会形象,关系到公众对企业能否很好地履行政治、经济和社会责任的价值判断和社会评价,这对企业的可持续发展、科学发展产生极为重要的影响。它既是企业的综合管理能力、发展潜力的反映,又是企业伦理和企业文化的重要标志。因此,结合燃气企业运营安全管理的实际,将先进的管理理论、科学的管理方法指导并实践于燃气企业的营运安全管理,提升管理效果和管理能力,对企业发展至关重要。本文探讨了如何用全面质量管理理论提升运营安全管理能力,如何有效的将QC活动、HSE体系等理念导入企业运营安全管理之中。本文基于全面质量管理的理论、方法对甘肃中石油昆仑燃气公司的安全运营管理进行了较为深入的研究。本文主要做了以下几个方面的研究：一是该企业在企业运营安全管理中存在的问题；二是将全面质量管理导入运营安全管理的改进方案,本文提供了三个改进方案：将企业运营安全管理机制按TQM要求进行流程再设计、推行运营安全质量管理QC小组活动、将全面质量管理导入HSE管理体系；三是甘肃中石油昆仑燃气运营全面质量管理改进方案的实施。本文的研究具有一定的实用性和参考性,最终通过本文研究发现全面质量管理理论与安全运营管理二者存在着一定的逻辑关系,二者是正相关关系,全面质量管理做的好,企业的运营安全将朝着同一方向发展,如果全面质量管理做的有漏洞,那么将给企业安全运营管理埋下了巨大的隐患。更多还原

【Abstract】 For the gas business, the operational security is the basis of corporate survival. Enterprises can secure smooth operation related to corporate social image, related to the value judgments and social evaluation of public awareness of the ability of the business to fulfill the political, economic, and social responsibility, sustainable development, scientific development to produce an extremely important. It is a comprehensive enterprise management capabilities to reflect the potential for development, is an important symbol of business ethics and corporate culture. Therefore, the combined the Gas business operations safety management practical guidance, the state-of-the-art management theory, scientific management methods and practices in the gas company’s operational safety management, improve management effectiveness and management capabilities, critical to the development of enterprises. This article discusses how to enhance operational safety management capacity with total quality management theory, how effective QC activities, HSE system concepts into the enterprise operational safety management.This paper based on the total quality management theory, method a more in-depth study of Gansu Petroleum Kunlun Gas security operations management. This paper study of the following aspects:First, the enterprise business operations safety management issues; total quality management into the operational safety management improvement program, three improvements: business operations security management mechanism TQM requirements in process re-engineering, implementation of operational safety and quality management QC group activities, total quality management into the HSE management system; Third, the implementation of Gansu Petroleum Kunlun Gas operators total quality management improvement program.This study has a certain practicality and reference theory of total quality management, and security operations management both there is a certain logic, eventually found through this study, both the positive correlation between total quality management to do good business operations security will move in the same direction, total quality management loopholes do so will buried a huge risk to the operation and management of enterprise security.更多还原
