【摘要】 在城乡统筹背景下解决“三农问题”成为新时代我们面临的重大课题。近年来,生态文明建设成为规划领域的重要背景,乡村旅游的概念也越来越受到大家的关注。随着我国乡村旅游业迅速发展,出现了诸如乡村景观受损、生态安全隐患明显等一系列的生态问题。同样,陇南市被纳入西部地区生态文明示范工程试点市以后,以“乡村旅游”为主的生态旅游村庄迅速成长,但由于缺少总体规划,出现了一系列的生态问题。本文正是以解决以上问题为出发点,展开了后续的研究。本文首先对同类国外村庄规划进行了经验总结,对国内村庄规划从历史维度、学科维度、规划类型维度进行了剖析,发现生态旅游村庄规划研究已经成为当前急需得到关注的课题。通过对生态旅游村庄规划相关理论的归纳、国内外乡村旅游开发与规划进展的总结,深层次挖掘了目前我国乡村旅游发展现状。然后针对陇南市生态旅游发展概况、村庄发展总体情况、村庄规划问题进行全面分析。通过解读我国现行村庄规划体系,在村庄规划体系亟待提升和整合的背景下,陇南市生态旅游村庄规划模式应运而生。此规划模式从主体结构、内容结构、时间结构三方面对生态旅游村庄规划进行了全新的定位。主体结构方面主要阐述了生态旅游村庄规划所涉及利益主体规划师、政府、村民、游客各自的角色定位及职责。时间结构方面主要分析了规划前、规划中、规划后三个不同的时间段分别应该关注的重点。内容结构方面主要从空间结构规划、土地利用规划、生态产业规划、生态安全格局构建、景观风貌规划、环境保护规划、网络体系规划等角度来构建生态旅游村庄规划的关注重点。文章最后通过选取陇南市具有代表性的生态旅游村庄—田河村为例,进行了基于以上模式的规划实践,指导村庄建设,以期达到生态旅游村庄健康、可持续发展的新局面。更多还原

【Abstract】 It has become an important issues that we are facing with in the new era under the background of solving "three agriculture problems" in the integration of urban and rural areas. In recent years, the ecological civilization construction has become an important background in the field of planning and the concept of rural tourism has attracted more and more attention. As the rapid development of rural tourism in China, a series of ecological problems appear such as rural landscape damage, ecological safety concerns. Similarly, after Long is incorporated into the pilot demonstration projects of western area ecological civilization city, the "rural tourism" eco-tourism village grow rapidly, but because of a lack of overall planning, a series of ecological problems come along. This paper is aimed to solve the above problems.Firstly, it has carried on the experience to foreign similar village planning, then analyzes the subject from the historical dimension of domestic village planning, dimension, type of planning dimension.It finds that the eco-tourism village planning system indeed has become a current urgent that need a topic of concern. it researches in-depth excavation of the current China’s ecological tourism village planning problems Based on eco-tourism village planning and related theory of induction and the summary of the progress of development and planning of rural tourism at home and abroad.Then it conduct a comprehensive summary of the ecological tourism’s development situation, of the village development’s overall situation and the village planning problems. Through interpretation of the current system of village planning, longnan municipal eco-tourism village planning model arises at the historic moment.This planning model gives eco-tourism village planning a new location from the main structure, content structure, and time structure tripartite.The main structure expounds the ecological tourism planners village planning involved stakeholders, government, villagers and tourists to their respective role positioning and responsibilities. Time structure mainly analyzed that before planning, planning, planned of three different periods should be attented. Content structure mainly from the spatial structure planning, land use planning, ecosystem industry planning.building, landscape ecological security pattern landscape planning, environmental planning, network planning perspective to perfect the content of ecological tourism village planning.Finally by selecting the representative eco-tourism village in Long-Tianhe as an example,,it carried out the planning practice based on the above three structural model.It aimed to guide the construction of villages and to make a new situation that achieves the sustainable development of eco-tourism village.更多还原
